About the Business Unit
Youth Justice (YJ) is responsible for the statutory supervision of young people in the criminal justice system in Victoria. This includes children as young as 10 years old, young people aged 15 to 18, through to young adults up to 24 years of age who may serve their sentence in Youth Justice as part of Victoria's unique ‘dual track' system for young adults.
Children and young people involved in Youth Justice are either supervised in the community, by community youth justice workers located at Justice Service Centres across seven regions in Victoria, or within custodial services.
Currently there are three youth justice custodial facilities operating in Victoria, the Parkville Youth Justice Precinct (Parkville), Malmsbury Youth Justice Precinct (Malmsbury) and the newly opened Cherry Creek Youth Justice Precinct (Cherry Creek) located in the western suburbs of Melbourne which presents an exciting reform opportunity for Youth Justice Custodial Services (YJCS).
About the Role
The Director, Clinical Oversight and Rehabilitation role provides professional Clinical Oversight, and is the leading subject-matter-expert for high profile multi-million dollar programs within Youth Justice including Knife Crime interventions and Countering Violent Extremism.
Reporting to the Commissioner for Youth Justice this role drives strategic thinking in optimising outcomes, managing organisational risk, and promoting quality and service improvement through a workforce capability uplift across YJ As lead principal Clinical Practitioner, the role will lead practice uplift across the broader department, with a focus on developing systems to support a distributed workforce and sustain quality assurance, such as enhancing supervision and governance processes. The role will also be responsible for determining and managing sensitive and competing priorities in a complex, challenging and dynamic environment.
Some of your duties will include:
- Lead as the Youth Justice Chief Practitioner high level advice to ensure that Youth Justice operations and programs are guided and informed by international best practice in models such as Risk-Need-Responsivity (RNR) model (Bonta & Andrews 2016)
- Provide expert professional advice and strategic leadership around the research, values and principles that underpin best practice in relation to case management (including the delivery of risk assessments to identify criminogenic needs), clinical rehabilitation (including Youth Offending Programs) and other programmatic supports (such as disability care to consider neurobiological aspects, aboriginal or multicultural multifaith specific service considerations).
- Prepare technical reports at an authoritative level, strongly influencing policy development and providing strategic analysis on emerging issues relating to the administration, integrity and quality assurance of all case management practices, policies and procedures, including risk and needs assessment processes across Youth Justice custody and community operations.
About you
To be successful in this role, you will have:
- Professionally recognised by peers and experts in the field of forensic psychology (including assessment, intervention and case management) of young people involved in the justice system.
- Extensive experience in leading the provision of high-level strategic, technical and clinical advice.
- Significant record of achievement in the development of system enablers to support complex service delivery.
- Demonstrated specialist knowledge and expertise in justice/forensic‐related programs, including risk assessment, case management, program evaluation, and clinical intervention and Rehabilitation in justice settings.
- Significant experience in design and delivery of reform programs across multiple program areas.
- Significant experience in the provision of professional and clinical leadership to drive high performing teams.
- Significant achievement in a quality focused and high impact role coupled with an expert understanding of complex quality care risk management principles.
- Post graduate qualification in forensic psychology and relevant experience is highly desirable.
