Selection Criteria

Professional/Functional Skills: Proven ability to instil process improvements, deliver to timeframes, organise and prioritise work and distribute resources across competing priorities, reducing inconsistences and inefficiencies, and to contribute towards a culture of high performance by evaluating the quality and effectiveness of services, policies and programs delivered within a division against clear criteria and using data to inform continuous improvement.

2. Executive leadership: Proven ability to engage, motivate and inspire employees, throughout the division by demonstrating ethical leadership and professional conduct, with a demonstrated ability to contribute to the Academy's performance by working collaboratively to develop clear and shared objectives and strive for high quality service delivery and outcomes.

3. People Management: Proven experience in establishing and communicating clearly defined roles, responsibilities and measurable expectations that align with goals and objectives, with regular review and planning of roles to ensure that unclear or ineffective roles are appropriately managed to deliver on long-term operational goals.

4. Financial Management: Proven experience in applying, promoting and implementing internal controls and governance frameworks to promote accountability, ethical processes and compliance.

5. Job specific criteria: Proven ability to lead the implementation and evaluation of evidence-informed programs and policies to ensure high standards of curriculum, pedagogy, assessment and reporting, and facilitate collaboration and the professional learning of school-based staff. 

Role

Director, Leadership Excellence

 Based in a purpose-designed CBD site, with seven regional sites (Bairnsdale, Ballarat, Bendigo, Geelong, Mildura, Moe and Shepparton), ensuring rural and regional teachers and school and system leaders have access high-quality professional development.

Reporting to, and working closely with, the Chief Executive Officer (CEO), the Director will provide leadership to a multi-disciplinary team and be responsible for the delivery of agreed objectives in line with the Academy Strategic plan, divisional business plans and other priorities.

The Director, Leadership Excellence leads a division that designs and provides a suite of advanced professional learning programs for emerging, middle, aspiring, new and experienced school leaders and for system leaders. The Director is also a member of the Academy Executive Leadership Team and works closely with the CEO to ensure the Academy meets its legislated objectives and addresses its legislated functions.  

Strategically minded, the ideal candidate will bring experience in leading the development, implementation, evaluation and enhancement of contextually informed, evidence-based programs and policies to maximise engagement, attendance and professional learning of school-based staff. 

Outstanding executive leadership skills, communication skills and people management are required to lead, engage and provide support across the division. The ideal candidate will also demonstrate the ability to drive a strategic approach and provide high level advice and feedback.  They will have a proven ability to instil process improvements, deliver to timeframes, organise and prioritise work and distribute resources across competing priorities. Sound financial management skills and an ability to work within governance frameworks to promote accountability, ethical processes and compliance are essential.

The ideal candidate will be motivated to drive change and improvements in school leadership and teaching, which will ultimately result in delivering improved outcomes for all Victorian children and their communities.  The Director will demonstrate a passion for the vision of the Academy and an alignment with the Victorian public sector values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.

Responsibilities

Key accountabilities of the role are to:

·       Ensure excellence in all LE programs

·       Provide effective leadership of the administrative, financial, risk management, staffing and other aspects of the Division in line with all relevant legal and regulatory requirements, DET priorities, the Academy Strategic Plan and the Evidence Strategy;

·       Ensure appropriate support, development, performance and achievement for Divisional staff and contribute to the development of cohesiveness and teamwork within the Division and across the Academy where appropriate;

·       Lead approved organisational change within the Division and across the Academy where appropriate, in line with DET priorities, the Academy Strategic Plan and the Evidence Strategy; 

·       Communicate effectively with relevant colleagues, providers, and other stakeholders in line with the Stakeholder Engagement Framework;

·       Contribute to Academy-wide leadership, governance and strategic and operational planning, and reporting and to the achievement of the targets and goals of the Academy Strategic Plan, Budget Paper 3 (BP3) and Budget and Finance Committee (BFC) the Evidence Strategy and other initiatives as appropriate, including the efficient allocation of resources and the implementation of quality assurance and enhancement processes;

·       Contribute to relevant Academy initiatives and other priorities as determined from time to time.

Salary information

The salary range for this position is in accordance with the Victorian Public Service Executive Remuneration Bands, detailed on the Victorian Public Sector Commission website (vpsc.vic.gov.au). Salaries quoted are inclusive of superannuation.
