General/Business Unit Manager (CEO & General Management) The Australia and New Zealand School of Government (ANZSOG) works for governments with our university partners to lift the quality of public sector leadership across both nations. For further information: https://www.anzsog.edu.au About the National Regulators Community of Practice (NRCoP): The NRCoP is an active network of public sector regulators from all levels of government in Australia and Aotearoa New Zealand and from every regulatory sector, professional background, role and level of seniority, who are keen to learn from and with each other. Its objectives are to support participants and agencies to become more professional and capable regulators and to promote the public value and importance of regulation as a key task of government and thereby, to deliver better citizen outcomes. As at April 2024, the NRCoP has more than 7000 members and offers a range of online and in-person learning, dedicated webpages with recordings and resources, a LinkedIn group, a Regulation Policy and Program resource collection and monthly newsletter in partnership with the free Analysis and Policy Observatory (APO) site, and active chapters in every jurisdiction in Australia. In partnership with ANU, NRCoP runs The Professional Regulator program providing professional development for regulators. The role: Reporting to the Executive Director, Advisory and working closely day-to-day with NRCoP members through the National Steering Committee and its chair, the position leads a range of innovative activities designed to engage and connect practitioners and support ANZSOG’s owner governments solve a range of contemporary, complex and challenging issues in regulation. The role leads a team of four and is responsible for the oversight of the following activities: building knowledgeable, constructive and confident relationships with a wide range of NRCoP governance, member agency, practitioner and presenter stakeholders delivering an ambitious program of online webinars, in-person events and forums, smaller facilitated conversations and communications supporting the operation of the NRCoP’s national and chapter committees ensuring a relevant, up to date, informative and engaging web presence for the NRCoP overseeing the partnership with ANU on the delivery of The Professional Regulator working in close collaboration with other parts of the School and the Australian academic community more generally This is a full-time position on an ongoing contract. Salary range is $164,000 - $188,000 per annum. Candidates can be based in any of the locations ANZSOG has a presence:

Melbourne, Canberra, Sydney, and Brisbane.

ANZSOG provides a hybrid working model of three days in the office and two days optionally at home. Responsibilities: Provide strategic direction and leadership to the partnership between ANZSOG and the National Regulators Community of Practice Ensure the quality and reputation of the partnership between ANZSOG and the NRCoP through outstanding stakeholder engagement and effective governance. Identify, mobilise and make recommendations to the NRCoP Chair, National Steering Committee and senior regulators with NRCoP leadership roles in their respective jurisdictions. Take an active and constructive role in ANZSOG as the auspicing agency for the NRCoP, providing leadership across the organisation to expand and deepen the partnership. Lead the delivery of the NRCoP 3-Year Plan Develop connections with the broad range of public sector regulatory practitioners and regulators in each jurisdiction in order to build engaged in-person and online audiences for the NRCoP. Gather intelligence on the distinctive issues and needs of regulators in each jurisdiction and connect this with ANZSOG’s network of scholars, practitioners and current and former regulatory leaders in order to support high quality learning programs. Oversee the design and delivery of high quality learning events, in conjunction with State-based chapters, and other regulatory practitioners, which deliver value to participants and enhance the brand and reputation of both the NRCoP and ANZSOG. Continuously review and improve the NRCoP suite of policy and practitioner resources. Lead the NRCoP team, creating a culture of high performance and exceptional customer services Lead the development of a high-performance team which excels at working in collaboration and demonstrates care towards each other and colleagues. Mentor staff engaged under the ANZSOG and NRCoP partnership, including promoting their development and wellbeing and the effective utilisation of resources. Develop plans, budgets and reports that support the partnership agreement and the relative responsibilities and formal accountabilities of both the NRCoP and ANZSOG. Contribute to the achievement of ANZSOG’s cultural and strategic objectives Play a leadership role in modelling and embedding the ANZSOG values: excellence, collaboration, integrity and respect. Actively connect with other parts of ANZSOG in order to harness the benefits of practitioner engagement for the School, through promoting programs, audience and brand. In collaboration with various areas of ANZSOG and NRCoP committees and members, actively grow the NRCoP as a regulation knowledge hub and enhance the connection between NRCoP participants and ANZSOG’s broader education and research and advisory activities. Qualifications and requirements Highly developed understanding of current and future issues of interest and importance to Australian regulatory practitioners and regulatory agencies Demonstrated leadership in the development of a high-performance culture and exceptional customer service Demonstrated capacity to translate jurisdictional and Australasian challenges, priorities and learning needs into a range of successful operational partnerships and learning opportunities for public servants at all levels of seniority, across a range of formats, audiences and jurisdictions. Demonstrated application of business disciplines with high integrity: financial management, risk management, governance, people management and systems Excellent interpersonal and written communication skills and commitment to work respectfully and collaboratively with colleagues Appropriate tertiary qualifications plus at least 5 years in a role as a senior regulatory practitioner.
