About us
As a department our purpose is to help the community to prevent, prepare for, respond to, and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department includes the Fire and Rescue Service, disaster management services, the Rural Fire Service (RFS) and the State Emergency Service, and other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
The RFS, Volunteering and Culture branch leads the development and execution of a contemporary volunteering strategy, aligned with responsive volunteer and staff pathways to enhance the overall experience for RFS volunteers and staff. The branch is responsible for strategic initiatives designed to improve the preparedness and capability of volunteers and staff, including the development of lifecycle pathways (from recruitment to retirement), and coordinating service-wide engagement and communication initiatives to address challenges, optimising service delivery and leading transformation change across the RFS and the department.
Reporting to Deputy Chief Officer, Strategic Capability, you will be a member of the RFS Executive team and will work closely with Assistant Chief Officers and Directors, as well as regional, departmental and industry stakeholders to ensure timely and appropriate provision of support to RFS Brigades and volunteers. You will provide leadership and direction across all functions of the branch, including managing human resources, finance, and budgeting, reporting and analysis, and planning and program management. You will drive the development and implementation of volunteering strategy and initiatives, ensuring alignment with internal, external, and whole-of-government approaches, research, and innovation.

Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
* Lead and influence business practice improvement initiatives to incorporate technology, streamline workflows and ensure service delivery is responsive to customer needs.
* Lead and manage volunteer frontline services, supporting volunteers throughout the state through the provision of operational policy (Brigade Manuals), membership management, reporting, liaison, and equipment provision and maintenance.
* Provide strategic advice and support to senior executives relating to developing innovative strategies and provide recommendations to build the engagement, capacity, capability of volunteers across RFS and the department.
* Develop and maintain strong collaborative partnerships across a diverse working environment to foster commitment and cooperation in achieving business objectives.
* Develop and deliver strategies and activities to enhance staff and volunteer experiences across the employee and volunteer lifecycle, including recruitment, onboarding, recognition, retention, and retirement.
* Liaise, consult, collaborate, and negotiate at a senior level across the department and whole-of-government to appropriately represent RFS at external forums and committees and to foster commitment and cooperation in achieving business objectives.
* Manage multiple complex projects and initiatives in accordance with organisational priorities, including volunteer innovation, strategy, pathways, culture, and communication to support the effective management, coordination, delivery and reporting of priority projects.
* Manage human, financial, and physical resources ensuring client service and performance management and drive a culture of accountability and fairness that encourages and enables teams and individual staff to meet challenges, develop skills and achieve results.
