What does the business unit do?
Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
Emergency Management Technology and Data is responsible for both national and state technology platforms that enable communications to and from the community, sector operational communications and sector information systems. The EM Technology business unit is responsible for delivering the following key functions:
  • Strategy & Enterprise Architecture;
  • Investment Planning;
  • Support & Development;
  • Procurement & Program Delivery;
  • Vendor & Contract Management
What will the role do?
The Emergency Alert Site Lease Officer is an exciting role that provides critical support to the State in managing our leasing arrangements as part of the Emergency Alert System (EAS) contract signed and approved by the Minister on 30 June 2023.
Bring your passion and experience in property management or building management to take the lead on managing 231 sites and 254 Site Lease documents, invoices and document changes, this accountability including the negotiation of site extensions and new builds.
Some key duties include:
  • Mange compliance of Emergency Alert contract Site Lease documents
  • Ensure compliance and change request are managed in accordance with contractual agreements
  • Mange invoices and negotiation of suite lease extensions and new builds
  • Each contract has SLA's that need to be checked for compliance every month.
  • The Site Lease Officer will also regularly collaborate with the EM ICN Contract Manager with regards to ensuring effective ongoing commercial, budget and contractual management across all Site Lease agreements.
  • The Site Lease Officer will be part of a small team of Contract Managers, Contract Coordinators and Contract Procurement Officers, reporting to the ICN Vendor Manager.
What skills and knowledge should our Emergency Alert Site Lease Officer have?
As our ideal candidate, you will have:
  • Experience in managing complex contracts
  • Strong vendor management and stakeholder management experience
  • Accounts payable experience
  • Information management and data management
  • A minimum of 3-5 years of experience in lease agreement management or a related field, demonstrating a strong sense of business acumen.
  • Effective communication, decision-making, problem-solving, and relationship-building skills, enabling you to collaborate successfully with site owners and other stakeholders.
