Tarneit Senior College -`Integrity, Innovation & Focus'

Tarneit Senior College is located in a developing area of Wyndham, approximately 25 kilometres from the Melbourne CBD. We are located next to one of our main feeder schools - Tarneit P-9 College while also accepting enrolments from a number of other primary and P-9 schools including Baden Powell College and Truganina P-9 College. Significant enrolment also comes from new families moving into Tarneit with Wyndham being one of the top growth corridors in Australia. The school is situated near a number of areas of significant urban development which will see continued enrolments over the next 5 - 10 years of families moving into the area. The college is experiencing a period of sustained growth for both the suburb and school over the next 5 to 10 years. In 2024 we have approximately 1050 students enrolled, and the projected enrolments is for the school to stabilise around this number in the next few years.

As a Senior College catering for Years 10, 11 & 12 we are able to offer comprehensive curriculum, pathways, and transition programs to cater for the academic and vocational needs of students. The college offers a wide range of VCE and VET programs including Vocational Major and Victorian Pathways Certificate. There is emphasis on the social, emotional, cultural, and academic needs of our students in order to develop their full potential. Through a caring and safe `House' structure; individual students are encouraged to think, reflect, and develop into successful learners so that they can take their place in society as informed, responsible, and active members of the community of Tarneit and beyond.

Tarneit Senior College is defined by:

Our teaching & learning focus includes an emphasis on developing engaging learners using a range of research-based teaching and learning pedagogies and a collaborative approach to developing our staff.

We have a continual focus on improving Yr12 ATAR results. This approach focusses upon improving teaching & learning delivery and the use of data to understand then improve our work.

The college prides itself on its multi-culturalism, inclusion and diversity. The College has students from diverse backgrounds and over 60 nationalities which are celebrated throughout its facilities and it's many co-curricular activities.

In 2024 the College staffing profile consists of a College Principal, 4 Assistant Principals, 7 Leading Teachers, 6 Learning Specialists, 74 EFT Teaching Staff, Business Manager, and 32 EFT Education Support Staff.

Selection Criteria

SC1    Demonstrated capacity to lead an office team, including capacity for directing the work of others.

SC2    Demonstrated knowledge and experience in respect to human resource and financial management records systems.

SC3   Sound knowledge of financial management legal requirements and practices, including the capacity to produce reports and provide advice in respect to those reports.

SC4    High level organizational skills, including the capacity to prioritise work flows.

SC5    High level written and verbal communication skills.

Role

Additional Attendance requirement for this position will be for up to 152 hours (4 Weeks) to be negotiated with the Principal.

The Business Manager will undertake tasks that impact on the whole school. The role seeks to gain cooperation of other staff members or members of the school community to achieve specific objectives, such as in school administration, finance or human resources.

Will be a member of the leadership team who is accountable for the development and delivery of key services that are integral to the effective operation of the school.  Provides a range of services and/or undertakes the analysis of complex problems that form part of the policy framework.

Direction on targets and goals is provided through the School Strategic Plan and Annual Implementation Plan but the position will have an expectation of leadership determining how they are achieved through school resourcing in conjunction with the Principal. Leading of Education Support staff and school resourcing to achieve school goals will be a key element of the role.

Management of staff to achieve the expected outcomes is a key responsibility.  Staff management issues will be resolved with minimal reference to senior management, although guidance will be required in more complex cases.  Senior management will be provided with timely reports and advice in matters relating to the school finance, human resources or school administration.

The Business Manager is responsible to the Principal.

Responsibilities

Deliver School Services

  • Manage the design and production of school publications and documents
  • Providing leadership in strategic planning with a focus on enhancing the school's financial position including reporting to College Council and all sub-committees.
  • Provide leadership to all business practices within the school to employ "Best Practice" and sound business acumen to ensure effective and efficient use of resources and to ensure all financial transactions, governance¿s practices and internal controls are maintained at all times in line with Department of Education and Training regulations.

Finance

  • Manage and direct the preparation of annual budgets and regular financial statements and contribute to the financial decision making of the school.
  • Prepare funding submissions for the leadership team and school council.
  • Direct the accounting processes of the school and ensure that all funds are effectively accounted for according to Treasury regulations.
  • Provide advice to staff on spending against budget in respect to faculties, programs and other school projects.
  • Administer government grants and other school income.
  • Manage fund raising activities.
  • Responsible for Tax Compliance including GST & FBT.
  • Responsible for DET Financial & topical audit requirements.

General Administration

  • Ensure the provision of a range of administrative support functions for the Principal and teaching staff.
  • Provide administrative support to external service providers as required.
  • Manage the processing of student admissions, registrations, enrolments and transfers.
  • Provide required level of administrative support for school events, functions and projects.
  • Support  induction programs for new staff, volunteers and other workers to the school.

Human Resources

  • Research, plan and prepare development programs for support staff.
  • Manage recruitment procedures.
  • Provide authoritative advice to the leadership team on support structures and work practices.
  • Assist in the development of work practices that ensure appropriate occupational health and safety standards are maintained.
  • Manage procedures relating to employee relations issues.
  • Assist in the development of human resource planning.
  • Managing the work practices, priorities, performance and development of all education support staff.
  • Ensuring an efficient work flow across the administration offices and education support programs of the school.
  • Co-ordinate and endorse all ES leave requests and associated relief requirements in line with the College¿s associated leave policies ready for approval by the Principal.
  • Conducting regular team meetings and actively support educational support staff, in coordination with the Office Manager, to reflect upon and improve their professional practice.

Manage School Resources

  • Coordinate the use and maintenance of school buildings and equipment.
  • Liaise and negotiate with service providers in respect to the cost and quality of services.
  • Supervise the delivery of contracted services.
  • Manage the development and collection of resource material at the school.
  • Responsible for the provision of school cleaning, resources and furniture requirements.
  • Provide support to the Principal in regard to the College requirements for OH&S and EM systems.

Support School Council

  • Draft reports and make recommendations on operational issues.
  • Evaluate and report on the operational efficiency of computer systems in production, making recommendations for improvement where appropriate.
  • Develop techniques and procedures that will affect work practices beyond the work place.

Manage a technical program with a broad scope across the school.

General duties as directed by the Principal within the requirements of ES2-6 dimensions of work as listed in the Victorian Government Schools Agreement 2022

Hours of Duty

This is a full time role consisting of 38 hours per week, including a 30 minute unpaid lunch break.  Hours are from 8:00 am ¿ 4:00 pm with additional hours as directed by the Principal.

Additional Attendance requirement for this position will be for up to 152 hours (4 Weeks) to be negotiated with the Principal.
