About us
As an emergency service agency, QFES is responsible for ensuring the safety of people and property across Queensland through the provision of effective prevention, preparation, response and recovery (PPRR) activities across a range of emergency situations.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management services throughout Queensland. The department encompasses the Fire and Rescue Service (FRS), the Rural Fire Service (RFS) and the State Emergency Service (SES) providing emergency response to Queenslanders.
QFES is currently undergoing a significant reform program which will lead to the department shifting the focus to a fire department with a clear focus on fire prevention, response and control.
Purpose of the role
Reporting to the Deputy Commissioner, Strategy and Corporate Services, you will be a key member of the Executive Leadership Team, contributing to the strategic direction of the department as a whole. You will be responsible for leading, planning and delivery of corporate support services for Legislation, Strategic Policy, Ministerial and Cabinet Legislation Liaison, First Nations Strategy and Partnerships, Strategic Intelligence and Planning, and Organisational Capability, Doctrine and Lessons activities and functions for QFES.
You will have full responsibility and delegated accountability for all operational and financial aspects of the directorate, and will manage all staffing, resources, systems and processes in order to achieve effective and efficient service delivery which is in line with both QFES' legislative and corporate governance requirements.
Key requirements
Highly desirable requirements
* A tertiary qualification in Business Management or related discipline and/or post-graduate qualifications.
* Proven experience in management in a large, complex organisation.
Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
Financial
* Lead strategic resource planning processes for the directorate and manage the effective delivery of services through best use of the human, financial and capital resources, ensuring government and corporate objectives are met.
* Enhance the development of forward budget strategies and maximise value for money in the use of resources.
Stakeholder and outcome
* Manage the partnership arrangements within the department to ensure cooperative management and service delivery to meet the business needs of QFES through negotiation of Service Level Agreements, Service Catalogues, Memorandum of Partnerships, development and review of processes, monitoring performance and resolution of problems.
* Represent QFES and the Deputy Commissioner as required on departmental steering committees and working parties and provide recommendations to the executive on the outcomes of these meetings.
* Engage with stakeholders and collaborate with team members to deliver renewed services and better outcomes for customers and stakeholders.
* Implement innovative service delivery models through cross agency and cross sector collaboration and customer feedback.
* Establish and maintain close relationships with unions and associations, local industry and community representatives through regular briefings and attendance at forums to promote QFES and its objectives and provide a proactive, comprehensive and effective service which is aligned to stakeholder needs.
* Provide leadership and drive performance and accountability throughout the branch to achieve business outcomes and service excellence.
* Represent the interests of QFES at regional, state and national forums ensuring effective negotiation of relevant issues and promote the activities of the department in optimising services to clients.
Internal business
* Lead and manage the functions and activities of the directorate, and deliver services across the department in accordance with legislative, government and operational requirements.
* Provide strategic and authoritative advice to the Deputy Commissioner on a range of issues impacting on the operations of QFES and delivery of services.
* Provide oversight of corporate governance and systems and strengthen the QFES focus on sound business practices including risk management, planning and reporting, audit and review for continuous business improvement.
* Design, manage and/or contribute to QFES departmental strategic projects to ensure benefits are realised.
* Contribute to the development of QFES' strategic direction and future service planning by developing plans, policies and processes and providing advice and recommendations to the Deputy Commissioner based on operational knowledge and forecasting.
* Lead the implementation of QFES strategic directions to provide localised strategy and operational plans for the branch and lead the execution of these plans in line with relevant legislation, government policy, corporate direction and contemporary best practice in the delivery of corporate and executive services.
* Ensure QFES complies with financial policies and procedures and oversight the development of the QFES budget and subsequent financial performance, including the management of processes for the preparation of business plans and business cases to align with governance processes.
* Oversee the delivery of media liaison services and strategically manage multi-media activities that support departmental objectives and provide direction on multi-media opportunities to showcase the work of QFES to internal and external stakeholders through all available communications channels, including external media outlets.
* Oversee the review of policies, preparation of correspondence, memoranda and briefings on a wide variety of subjects including confidential and sensitive matters (e.g.: Ministerial and Cabinet Submissions).
* Lead the development and implementation of operational frameworks that facilitate the achievement of the QFES strategic objectives and comply with relevant legislation, regulations, policies and directives.

* Provide leadership in the development of strategies that support organisational and cultural change across QFES which keeps QFES and Queensland Government values and the needs of the community at the core of its operations and all decision making in an environment of competing priorities.
* Manage the implementation of broader government reform agendas and department commitments within the branch in alignment with the whole-of QFES approach.
* Lead and develop a cohesive and performing team, characterised by teamwork, open discussion and strong morale with an emphasis on achieving results through a customer-focused approach.
* Actively contribute to the leadership, strategic management and business planning of the Strategy Division.
* Promote and lead the development of a work environment that encourages new ideas and cultivates innovation, organisational learning and diversity to achieve business excellence and a high level of customer satisfaction.
