About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of role

Frontline Solutions and Services is responsible for the management and delivery of frontline business solutions and systems which directly support the QFR, State Operations and RFSQ. The RFS IT Solutions team is responsible for providing contemporary and innovative technology solutions and services to meet the operational needs of the rural fire capability and the volunteers that are a critical element of providing coverage across Queensland. The team contributes to the delivery and support of fit for purpose technology solutions, ensuring that corporate technology is aligned to operational needs and support maximum adoption of digital solutions and services.

Reporting to the Director, you will lead and manage the support and maintenance of mission critical systems and information management services that support the departments RFS frontline operations and organisational capability. Effective rural fire planning and response depends on critical insights provided by technology capability such as geographical information systems and field coordination applications. RFS depends on a strong volunteer workforce and this role will ensure that systems and services provide equity of access and a high standard of customer engagement to enhance frontline services to users of these systems and engage regularly with external service providers, provide strategic advice, and forward planning and prepare the department for future system and platform needs.

Key requirements

Highly desirable requirements

  • 5+ years' experience in managing teams, supporting mission critical software and information systems using metrics and continuous improvement to develop strategies to improve service delivery and reduce support calls.
  • Experience with ITIL service management practices and processes to deliver services in a highly responsive environment which includes diverse geographic stakeholders from multiple response agencies operating in an extended hours environment.
  • Experience in leading effective demand management, project management and the software development lifecycle
  • Demonstrated experience in agile ways of working including mindsets, principles and practices.

Special requirements

  • This role may require work to be performed out-of-business hours and in response to managing an operational service team within a 24 x 7 critical ICT business environment.
Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead the development, delivery and maintenance of business systems and services to support RFS staff and volunteers and support fit for purpose solutions and ensure ongoing strategies meet the needs of the organisation.
  • Lead the continuous improvement of critical systems such as geographical information systems and event response coordination that underpin bushfire planning and response capability.
  • Provide strategic advice to senior executives relating to the RFS major ICT and information management systems and ensure effective reporting of the department's systems' performance.
  • Lead and oversee the performance of third-party and external support vendors to ensure contractual agreements are achieved in line with agreed business service level agreements.
  • Develop and implement strategies, processes and programs to enable continuous improvement to enhance the user experience for both RFS staff and volunteers and ensure systems meet future organisational needs.
  • Manage unit functions and projects to ensure efficiency and effectiveness consistent with strategic organisational and operational capability objectives and ensure RFSQ is positioned to meet the requirements of relevant legislation, government policy, and contemporary best practice service delivery.
  • Prepare and review complex briefs, submissions and reports on issues and initiatives relating to information management systems, in accordance with departmental requirements. 
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
