Executive Officer

The Opportunity: 
 
The Executive Officer (EO) manages the strategic and operational aspects of Umoona Aged Care Aboriginal Corporation.
The EO is responsible for operationalising the Board’s strategic vision through achievement of goals outlined in the Strategic Plan and Annual Action Plan. 
The EO supports and resources the Board through the role of Corporation Secretary.
Strategic management responsibility includes business development, risk management, monitoring financial performance, contract management, compliance with legal and regulatory requirements and partnership development.
 
Responsibilities: 
The role reports directly to The Board and is responsible for a team of 30. 

• The EO delegates the day to day operational management of the organisation to the management team comprising the DEO, Care Services Coordinator, Care Services Team Leader and the Business Services Team Leader
• The EO works closely with the cultural support officers to ensure a culturally strong and safe organisation for staff and clients
• Contribute to strategic planning for the future development of the organisation
• Lead development of an annual action plan to achieve strategic objectives
• Workforce planning to ensure a sustainable high-quality service
• Negotiate recurrent funding and increased funding for services including major capital works
• Community profiling is undertaken to understand demand for services through emergent and unmet community needs
• Resource and support the UACAC Board of Directors
• Meet contract monitoring, compliance and reporting requirements through the development, implementation and review of management information systems, team reporting and governance frameworks.
• Ensure ICT systems are adequate and functional to meet the knowledge management needs of the organisation
• Apply for new funding and manage existing funding to achieve strategic objectives
• Work with the IR advisor to ensure compliance with IR legislation
• Attract and recruit skilled and qualified staff
• Implement staff performance management systems to ensure quality service delivery
• Convene regular MT meetings to share goals, issues, progress and changes
• Ensure a sustainable service for indigenous persons delivering responsive, culturally appropriate, client driven high, low, respite, Community Care Packages and Home and Community Care services
• Lead a culturally safe service / undertake cultural obligations as required or directed by the Board / Senior Elders

About you:

• At least 5 years’ experience in a senior management role within the health and community services sector
• Ability to lead a multidisciplinary team
• Business management skills: Planning, resource allocation, risk management, change management, systems monitoring
• High level interpersonal and communication skills
• Understanding of the legal and regulatory environment relevant to an aged care setting
• Knowledge of ICT, data and records management systems
• High level written communication skills to produce quality business documentation such as funding submissions, business case, policies procedures and reports.
• Knowledge of financial management, risk and compliance monitoring systems
• Ability to be flexible about hours and days of work
• Ability to undertake intrastate and interstate travel for work
