CYP Design & Construction Joint Venture (CYP D&C) has been contracted to design and build the tunnels and stations for the Metro Tunnel Project.
CYP D&C brings together three of Australia's leading construction partners John Holland, Lendlease, and Bouygues Construction.
The Metro Tunnel Project will untangle the City Loop by taking three of Melbourne's busiest train lines through a new tunnel under the city. It will create a new end-to-end train line from Sunbury to Cranbourne/Pakenham, with twin nine-kilometre tunnels and five new underground stations at Arden, Parkville, Anzac, and two new CBD stations - State Library and Town Hall - which will directly connect to the City Loop.
We are currently recruiting for a HV Permit Controller Officer for the Testing & Commissioning phase and first energisation of the HV and Traction assets on this iconic Melbourne Project.
Key responsibilities:
- Assist the project wide safe delivery of HV and Traction assets.
- Assist with the first energisation of HV Assets.
- Assist with the Safety procedures for HV testing (pre-requisites for energisation)
- Manage competency and training requirements. Create and maintain a register of Subcontractor Nominated Authorities and Testers.
- Manage outages and access arrangements for the Maintenance of HV and Traction assets up to handover to MTM
- Manage outages and access arrangements for the closure of HV and Traction defect lists (outstanding subcontractor and supplier defects for rectification post energisation).
- Implement and maintain procedures to achieve game breaking performance in safety, quality and environment.
- Effectively contribute to the performance of your team and Subcontractors.
- Specific HV Permit to work activities include:
- Design and Implement HV & LV Isolations in conjunction with high voltage switching instructions, includes the completion of isolation lists as per CYP procedures
- The preparation and checking and ultimate approval of switching instructions and associated Permits, for use by High Voltage Electrical Operators, after receipt of an application for an Electrical Access Permit.
- Co-ordinate and support the issuance of all high voltage work or activities and Electrical Access Permits on the project high voltage network and assets
- Co-ordination of all high voltage work to ensure the safety of all personnel and to achieve optimum use of resources.
- Collation of records and maintenance of those records, where appropriate for:
- Routine testing of high voltage safety equipment (both personnel and operational).
- Authorised Person (including High Voltage Electrical Operator) initial and refresher training.
- Previously issued Electrical Access Permits and their corresponding applications.
- Maintaining relevant high and low voltage electrical drawings.
- Ensuring all appropriate and correct Switching Instructions are available.
- Ensuring all authorised persons (including High Voltage Electrical Operators) are advised of all changes to regulated work practices and procedures, including the CYP High Voltage Safety Procedure.
- Reviewing CYP High Voltage Safety Procedure on a periodic basis.
- Reviewing the work practices of High Voltage Electrical Operators and Recipients in Charge including, ensuring that the person fulfils the role of that position as detailed in the CYP High Voltage Safety Procedure.
- Responsible for the good housekeeping of all high voltage installations and ensuring that all appropriate safety equipment is approved, available, in good condition and within the test due date.
- Control of keys giving access to:
- High voltage operating apparatus and areas accessed by High Voltage Electrical Operators.
- High voltage areas accessed by other authorised personnel.
To be considered for this role, it is essential that you demonstrate the following;
- Bachelor Degree in Engineering, Science, Building Construction or trade equivalent
- 10 -15 years of HV Project delivery experience
- Contributor to multidisciplinary projects and project teams
- Knowledge of industrial relations and legislative compliance management
- Knowledge of the Victorian Electricity Act, Regulations and Codes of Practice (Blue Book)
- People and performance management including the performance of subcontractors, especially with regards to safety
