The City of Melton is one of the fastest growing municipalities in Australia and home to a vibrant and diverse community of more than 216,000 residents. Projections are that by 2051, this fast-paced growth area will have 485,000 people.
Reporting to the Head Major Project Delivery, two exciting new roles have been created to lead the delivery of some of Melton City Council’s highest profile capital projects. The roles will have responsibility for oversight of the entire project lifecycle, from formulation and development of consultant and design briefs, ensuring adherence to budget and scheduling, and compliance with environmental, commercial, and legal requirements with emphasis on maintaining accountability for project quality, effectiveness, cost, and timeliness.
As key advisors to the Head Major Project Delivery, the broader Executive team, CEO and Council, both roles will be critical in helping to drive Melton City Council’s transformational journey, fostering effective communication, positively influencing key decisions, strategic planning to address current and future needs and making decisive decisions in issue resolution, encompassing effective project management, leadership and stakeholder engagement to achieve high quality outcomes that demonstrate community benefit.
The Major Projects team is currently working on two significant projects for Council. Both are targeting a 5-star green rating.
Plumpton Aquatic and Wellness Centre, comprising indoor and outdoor water facilities, gymnasium and a large component of commercial space for allied health services. This project is in masterplan phase.
Cobblebank Services Hub, a 6 storey commercial building located in the heart of the Cobblebank business precinct, located close to the new Melton Hospital and providing office space that is currently lacking in Melton.
Key responsibilities will include:
- Management of project feasibility and delivery, including project formulation (scope, planning, budgeting and programming), the development of consultant and design briefs, management of subsequent engagements and as necessary, conflict and issue resolution
- Bringing together diverse teams of staff, consultants and contractors to deliver projects in a coordinated, responsible and inclusive manner, ensuring that all environmental, commercial, and legal requirements of projects are managed efficiently and effectively.
- Exemplifying outstanding people leadership by fostering effective communication with staff and key stakeholders, positively influencing pivotal decisions, serving as a dedicated coach and mentor, strategically planning to meet both current and future needs of staff and Council, embodying the Council's values as a role model, and cultivating trust among team members and key stakeholders
- Development, analysis and interpretation of policies, policy options as well strategic plans primarily relating to the role, and regarding issues likely to be complex and of major corporate significance.
- Management and oversight of the development and implementation of all operational aspects of the role, such as work plans, performance plans, budgets and project plans.
- Ensuring that Council complies with all applicable legislation and standards related to Capital Works
Applications are sought from experienced professionals who bring specialist knowledge and demonstrated experience in leading large-scale projects, with demonstrable skills in development and oversight of project management plans and budgets. The roles call for highly developed specialist knowledge of applicable legislation and policy requirements, the ability to identify early and manage potentially sensitive or controversial issues and proactively implement strategies and actions and excellent analytical and investigative skills in project feasibility, development, and delivery.
Tertiary qualifications are expected in Project Management, Architecture, Engineering or a relevant discipline, with further formal qualifications in the field of expertise or in management highly regarded. Project Management Professional (PMP), PRINCE2, or other industry-specific certifications are preferred, with demonstrable experience in identifying and mitigating risks associated with Major Projects. Substantial experience and a proven track record in all aspects of the feasibility, pre-planning, design and delivery of major capital projects, preferably from within or for the public sector, will set you up for success in these career defining roles.
Candidates will be motivated to drive change and maintain a high standard of personal and professional integrity, with demonstrable commercial acumen and the ability to work successfully in a political environment. Above all, candidates will need to be highly effective in working collaboratively and sensitively to deliver outcomes in a dynamic, complex and fast-paced environment.
