Major Works Program Manager: Permanent Full Time / Perth CBD Office

Western Australia has globally significant renewable resources. Western Power, the state electricity network provider sits at the heart of connecting these resources to the grid and is pivotal in helping the state meet its net zero ambition by 2050s.

Western Power is working with government and customers to develop a network that is ready to meet this challenge. This includes delivering multiple global scale transmission projects.

One pivotal initial step in realizing this vision is fortifying the existing network to ensure its capacity to accommodate and transport an increased supply of renewable energy aligns with decarbonization goals.

This Endeavor entails modernizing the current amalgamation of 132 kV and 330 kV lines across segments of the northern network to unlock transmission capacity in the Wheatbelt and Mid-West regions.

The State Government has committed a total of $655 million for Western Power to oversee the planning and construction of new transmission infrastructure, alongside conducting reinforcement efforts. Leveraging existing network infrastructure, corridors, and easements wherever feasible aims to minimize potential disruptions to communities.

In the longer term, decarbonisation will require a continuing stream of similarly large projects and programs.

The Team/ Department:

You will be joining Western Power's Major Work's leadership team. The existing team is presently managing over 30 significant customer projects. You will be surrounded by a team of project managers, Program Managers, construction and contract managers, each currently focused on delivering major transmission connections for our generation and load customers.

What you will be doing:

As a Major Works Program Manager, you will be focussing on the following:

  • Building a strong safety and results focused team who have the knowledge and capability to make this large program successful
  • Accountable for delivering Clean Energy Link Projects ensuring the right resources are deployed to the right place at the right time to maximise delivery efficiencies.
  • Establish and monitor compliance to Western Power's contract management framework.
  • Ensure that contractors are compliant with their Safety Management System including Western Power's Work Practices and ESSR
  • Ensure contractors are compliant with their Environmental Management System and any relevant Western Power environmental management plans.
  • Ensure contractors are compliant with their quality management system, demonstrating adherence to Western Power's technical specifications, in the form of ITRs (Inspection & Test Reports) and ITPs (Inspection & Test Plans)
  • Plan and conduct negotiations with Sponsors resulting in significant agreements and commitments for Western Powers, its business partners, and customers.
  • Manage the delivery of Transmission Projects acting where necessary to correct, initiate or promulgate resolution of issues.
  • Work closely with representatives from SEQT to ensure safety investigations are reviewed and outcomes approved in a timely manner.
  • Work collaboratively with Energy Transition and Sustainability division throughout the scoping and planning phases to ensure future projects are deliverable in execution to meet the Required in Service date.
  • Develop effective functional and cross functional working relationships with other managers in other business units to ensure alignment and consistency of workflow, management practices and processes.
  • Allocate and coordinate resources as required to meet business requirements throughout the project/program lifecycle, through both internal and external workforces.
  • Ensure the effective management of resources within your area including People, vehicles, plant, and equipment.
  • Establish reporting mechanisms to monitor delivery and performance for your team and ensure that progress is monitored and discussed, and corrective actions implemented as required.
  • Provide input into the development of the Functional plan and ensure that you deliver key actions assigned to you. Sponsor and communicate the plan in your area.
  • Accountable for managing the labour and materials budget for your area and providing commentary to the Head of Function to support financial reporting.
  • Manage talent through effective execution of employee performance outcomes through established system and processes and the ongoing development of employees.
  • Coach and develop direct reports to ensure they are developing to their full potential and mentor them in key people procedures.
  • Implement business initiatives, procedures, and processes within your area.

The skills and experience you will have:

We are seeking someone with experience and attributes that include:

  • Bachelor's degree (or higher) in Engineering, Business Management, Economics, Project Management, Finance, or related discipline
  • Significant broad knowledge and expertise in managing and delivering large scale, strategic Programs of work with Director/ Portfolio Management level experience in successful transformation projects delivery preferably within an electrical or utilities environment.
  • Proactive, tenacious, and strong influencing - skills to drive successful delivery of results and meet stakeholder expectations
  • Strong negotiation and relationship skills and the ability to communicate at all levels of the organisation including C Suite
  • Excellent communication and presentation skills including demonstrated ability to consult, guide and influence decision makers using appropriate authority.
  • Strong business acumen, analytical and problem-solving skills and exposure to risk management and governance processes.
  • Demonstrated people resourcing and management skills, working within a matrix structure, and ability to engage and drive teams (including virtual teams) to produce outcomes which meet desired timeframes.
  • Highly developed analytical skills required to be applied to complex organisational challenges and opportunities.
  • Understanding of and ability to develop sound business cases to support major change initiatives, pitched at an Executive level.
