Critical leadership role to develop and drive a team to deliver a large capital and Building Program in Melbourne's inner west

Reporting to the Director Infrastructure and City Services, this position is one of Brimbank’s key senior management roles and will strategically lead and direct the organisation in the areas of Capital Works planning and delivery, Building Program management and project delivery. The Manager will be a key advisor to the Director, Executive team, CEO and Council and will inspire, lead and develop a team of Project Managers, Engineers and technical experts to deliver Council’s $60m+ Capital Works program.

This is an exciting growth area for Brimbank, and we are seeking an individual who brings a contemporary vision and strong leadership skills to both ensure a high quality of delivery and to raise the capacity and capability of the broader team. As a key leadership role, the Manager will also contribute to Brimbank’s broader organisational culture, represented by a diverse, inclusive and flexible workforce.

Key responsibilities will include:

• Provide strategic team leadership and develop staff in accordance with Brimbank’s values and behaviours, ensuring appropriate training, support, systems, and tools to lead and build capability around planning, investigating and delivering the Building Program, including major projects

• Lead the planning, development and implementation of building and infrastructure projects as part of Council’s Capital Works Program, aligning capital planning to the Council Plan and Organisational Strategy

• Provide clear leadership and direction to the broader team, working to lift capability and ensure that processes and systems are contemporary, fit for purpose, whilst pursuing and promoting continuous improvement

• Lead, review and develop the Capital WorksBuilding Program to ensure that the 10-year program is appropriate, costed and deliverable, using Council’s approved project management methodology

• Embed best practice processes and systems to deliver projects according to project planning, financial management, procurement, project management, resource management and risk management

• Liaise with the Asset Management and Building Maintenance Units to ensure alignment and best practice life cycle management of building assets and develop policies and strategies which are consistent with Council’s Asset Management Framework

Applications are sought from candidates who bring demonstrable experience in strategic thinking, a track record in building and leading high-performing teams and strong technical expertise in effective management of the planning, design and delivery of multiple projects and building works. Both practical and technical knowledge of construction are of critical importance, as is demonstrable expertise in problem solving of complex issues including access, design, contingency planning and managing multiple projects with conflicting priorities. Experience of the Local Government sector would be an advantage but is not essential.

Tertiary qualifications in project management or related discipline and/or extensive proven project management experience will be expected, along with qualifications and/or experience in Capital Works Planning, Management, Monitoring and reporting.
