Applicants with disability will be provided with reasonable adjustments in our recruitment process and in the workplace.JOB DESCRIPTION:The Office of the Inspector of Custodial Services is an independent statutory body with a strong focus on performance standards in custodial facilities and the rights of staff and people in detention. It reports to Parliament, providing a high level of transparency and accountability.The Office’s responsibilities include:inspecting each prison, detention centre, court custody centre, and prescribed lock-up at least every three years;
conducting reviews of specific aspects of a custodial service or a specific custodial experience of individuals or groups; and
managing the Independent Visitors Service.
The Office is seeking applications from suitable people to fill the position of Manager Corporate Governance.Role:Perform the role of Chief Finance Officer as required by the Financial Management Act 2006 (FMA) and Treasurer’s instructions, prepare budget submissions and control annual reporting requirements. Ensure the quality and effectiveness of administrative and operational processes to achieve business outcomes.Manage and control governance systems and frameworks for the Office and manage the provision of business support activities within the Office.This role will suit aspirant Corporate Services Executive/Directors, looking for broad exposure to oversight across all aspects of Corporate Services in a small agency.WORK DESCRIPTION1. Financial Management

  • Undertakes the role of Chief Finance Officer as required under the Financial Management Act 2006 and Treasurer's Instructions.
  • Prepares budget papers and briefings for the Minister and attends Parliamentary and Cabinet Estimates hearings.
  • Develops, manages and reports on the Office’s financial management systems.
  • Develops, implements and maintains financial and commercial policies and procedures and ensures their accessibility for all staff.
  • Develops, implements and maintains the Delegations Manual and ensures its accessibility for all staff.
  • Manages the internal auditing processes.
2. Business Planning and Governance
  • Leads strategic and business planning activities.
  • Develops and manages governance frameworks to ensure adequate decision-making mechanisms exist and that accountabilities for decisions and outcomes are clearly defined and allocated.
  • Develops, communicates and implements policies and procedures for central agency initiatives.
  • Responds to surveys for central agency initiatives.
  • Responsible for monitoring and reporting on the Office’s performance against agreed objectives, key performance indicators and measures.
  • Ensures compliance with relevant Acts and Regulations.
3. Business Services
  • Leads the provision of business activities and participates as a member of the Senior Management Group.
  • Reports to the Senior Management Group ensuring agreed reports are on time and in accordance with governance requirements.
  • Manages the provision of human resources services systems and processes.
  • Develops, implements and maintains HR policies and procedures and ensures their accessibility for all staff.
  • Directs the dissemination of key reports including the Annual Report, Thematic Reviews, Inspection Reports and Discussion Papers.
  • Manages the procurement and disposal of assets.
  • Develops and manages procurement systems and ensures compliance with contract management policies and procedures.
  • Ensure a robust risk management framework for the Office is in place and regularly reviewed.
4. Knowledge and Information Management
  • Develops information and knowledge management frameworks and systems.
  • Directs the provision of information technology services, systems and security.
  • Develops, implements and communicates policies and procedures for effective management of information and knowledge.
5. Staff Management
  • Leads the Corporate Governance team and empowers, motivates and develops the diverse skills of people.
  • Assists with the management of escalated industrial issues.
6. Leadership
  • Demonstrates the expected behaviours of the leadership context for this role.

The leadership context for this role is Leading Others.Policies & Regulatory Framework: All duties shall be performed in accordance with the policy and regulatory framework in which the Office of the Inspector of Custodial Services operates.Subsequent VacanciesShould the successful candidate decline or vacate the position, then within a six-month period the next most suitable applicant may also be selected from this process.ScreeningThe successful applicant is required to undergo criminal records screening, obtain a working with children card (if required) and be subject to integrity checking as part of the appointment process. Referees will also be asked to comment on an applicant’s integrity and past demonstration of ethical behaviour.The applicant may also be required to visit custodial facilities in Western Australia and may be subject to security procedures on entry that may include searching.Other ConditionsWe provide flexible work and leave arrangements, and a range of additional employment benefits to enable staff to balance their work and other commitments.SELECTION CRITERIA: * Tertiary qualifications in a relevant discipline and membership as a CPA/CA.
  • Demonstrated experience and knowledge of the FMA, Treasurer’s Instructions, Accounting Standards and trends and developments in financial and administrative management.
  • Demonstrated understanding of the context in which a public-sector agency operates, and demonstrated experience of Corporate Governance, policy development, process improvement and best practice in contemporary business management systems and processes.
  • Demonstrated experience in developing and managing the delivery of business support systems and services which include governance, financial and commercial management, human resources, information and knowledge management, asset management, procurement and contract management.
  • Demonstrated high level conceptual, analytical, and problem-solving skills including the ability to interpret and advise on the application of Acts, Regulations, Industrial Awards and public sector policy.
  • Highly developed communication skills with the ability to establish networks and communicate effectively with a diverse range of people.
