About Triple Zero Victoria
Triple Zero Victoria (formally Emergency Services Telecommunications Authority) was established in 2023. Triple Zero Victoria provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES.

The Manager, Geospatial is a key and active participant of the Emergency Communications Information Services (ECIS) Team.
The goal of the function is to build and maintain robust GIS services to support communications within Victoria’s emergency management sector specifically focused on the service operation portfolio.
Reporting to the Senior Manager, Operational Systems, specific accountabilities will primarily include:
1) Maintenance of the GIS and mapping components, and Alarms updating for the Call Taking and Dispatch platform. 2) Creating base maps and high-quality mapping products as part of the Call Taking and Dispatch workflows. 3) Managing data management processes to accommodate frequent updates to the geospatial data to achieve quality outcomes and fit-for-purpose cartographic products.
4) Engaging with various stakeholders and project teams to provide a geospatial advisory and solutions service to achieve business improvement activities. 5) Ensure that all service level targets are being achieved from a geospatial services availability, incident, and request fulfilment perspective.
As part of the ECIS team you may be required to travel or transfer between your primary work location and other 000VIC sites to effectively carry out your duties. Normal working hours are 38 hours per week between 7 am and 7 pm, Monday to Friday. You may be required to participate in an on-call roster and may be required to work reasonable overtime.
Day to day responsibilities include:
- Manage the Geospatial data & Automatic Fire Alarms systems, processes, and roadmap delivery.
- Manage relationships with key stakeholders, including but not limited to Building Fire Alarm Vendors, Fire Services Victoria, EMV, DEECA, mapping and internal stakeholders.
- Develop, implement, and maintain a plan to deliver quality geospatial data and mapping requirements.
- Manage the development, maintenance, and quality of 000VIC’s geospatial datasets.
- Influence and advocate industry improvements within the Victorian Emergency Services sector.
It is anticipated you will bring:
- Highly developed IT service management and delivery skills.
- Demonstrated experience in geospatial technology particularly relating to ESRI platforms and solutions.
- Experience in geospatial data management and Extract Transform Load (ETL), utilising Feature Manipulation Engine (FME) or equivalent toolsets.
- Understanding of geospatial data quality concepts, and the ability to find solutions to resolve problems.
- An understanding of ESRI platform architecture and security in a high-availability environment.
- An ability to implement new ways of working to accommodate robust collaboration, and frequent, iteration.
