We promote innovation, responsiveness, respectfulness and continuous improvement as our core values.Council is now seeking a highly motivated and experienced Manager of Operations to join our dynamic team.This position provides quality and timely management of operational services to the Northern Grampians Shire Council.Reporting to the Director Infrastructure & Amenity, the key opportunities of this role will include.
  • Developing, reviewing, and implementing Councils operation/maintenance plans and strategies.
  • Developing and implementing relevant plans and procedures and providing technical advice on a range of infrastructure matters.
  • Coordinating, monitoring and project managing Council’s Capital Renewal Works Program, including Plant Replacement, Road Resheeting, Resealing and Rehabilitation programs.
  • Managing and providing leadership to the Operations team.
  • Managing major projects and contracts.

Key Responsibilities:Construction and Maintenance
  • Manage construction work, ensuring compliance with Council standards, timetable and specifications.
  • Manage general maintenance works on Council’s local road network in accordance with Council’s Road Management Plan and Asset Management Plan and as directed and including Emergency After Hours Response.
  • Program and allocate construction and works projects.
  • Undertake private works in accordance with Council policy.
  • Analyse treatments and materials used to maintain Council’s assets, initiating and encouraging improvements in effectiveness and efficiency
Facilities, Open Space and Gardens Maintenance
  • Develop annual and ongoing maintenance programs.
  • Ensure the delivery of parks and facility maintenance services and projects are carried out to specified standards as determined organisationally and with a proactive management approach.
  • Manage the general maintenance of Council’s facilties and open spaces in accordance with the relevant Asset Management Plan.
  • Develop annual and ongoing maintenance programs.
  • Identify, and implement improvements to service provision, technology and practices.
Management of Operations Department
  • Lead and motivate a dedicated staff team working on infrastructure for the Shire.
  • Develop and maintain the team’s business plans, budgets and related reports.
  • Ensure resources are managed and maintained effectively for the required tasks at hand, including staff skills and competency, plant and equipment to ensure tasks are performed in a safe and efficient manner, having regard to budget, operational needs and all relevant Occupational Health and Safety, environmental and related risk management issues.
  • Manage Council’s operational facilities, including depot’s, stack sites, quarries and aerodromes.
  • Monitor service delivery against budget and service standards, ensuring efficient plant and labour utilisation and achievement of objectives.
  • Work collaboratively with other staff within the Infrastructure & Amenity Directorate and the broader organisation, to achieve a sustainable infrastructure development program.
  • Perform, as directed, other duties that are within the limits of the incumbents’ skill, competence and training.
Qualifications and experience:
  • Tertiary qualifications in the fields of Civil Engineering, Project Management or a related discipline or extensive experience in a similar role.
  • Extensive experience in program development, planning and policy formulation and implementation in infrastructure development.
  • Significant experience in delivering infrastructure works.
  • Significant experience in managing staff.
  • Experience in working cooperatively with the community, and other stakeholders to achieve organisational outcomes.
  • Experience in project management, strategy development and development of processes and systems to underpin the operation of the Department.
Selection criteria: * Tertiary qualifications in the fields of Civil Engineering, Project Management or related discipline or extensive experience in a similar role. Extensive experience in program development, planning and policy formulation and implementation in infrastructure development.
  • Leadership skills with the ability to provide management, effective communication and appropriate resources to a team of professional service providers.
  • Demonstrated experience in strategy development and the development of processes and systems to support the operations of the Department.
  • Substantial experience in preparing, planning, introducing and managing change.
