About Us

WA Primary Health Alliance is a not-for-profit organisation dedicated to enhancing healthcare services in Western Australia. Due to the nature of our funding and prescribed activities, we often operate in a dynamic and changeable environment. Adaptability and flexibility are therefore necessary to respond appropriately to changes as they occur. Our organisation oversees the strategic commissioning functions of the Perth North, Perth South, and Country WA Primary Health Networks (PHNs), and collaborates with medical professionals, allied health experts, Area Health Services, and service providers to enhance the coordination of care for those at risk of poor health outcomes.

The role 

This position is pivotal in spearheading WAPHA's strategic procurement efforts. Responsible for leading and driving the direction, strength, and overall performance of our procurement function, this role involves strategic planning, supplier management, negotiation, and ensuring compliance with policies and regulations. Leading a team of procurement specialists, the Manager, Procurement Team oversees the entire procurement process, from supplier selection to contract execution, while also identifying and mitigating risks, and providing strategic advice to WAPHA’s Senior Leaders.  With a focus on fostering a culture of continuous improvement, this role plays a critical part in delivering high-value procurement activities that positively impact WAPHA and stakeholders.

This role will be offered as an on-going position on a full-time basis, working flexibly from home and in the office. 

Key tasks and responsibilities include but not limited to:

  • Develop and implement procurement strategies aligned with WAPHA’s goals and compliance requirements.
  • Lead the entire procurement process, including supplier selection, negotiation, contract execution, and management transition.
  • Provide professional procurement and project leadership and advice for complex, high-risk strategic procurement and contract management issues.
  • Ensure procurement practices comply with relevant laws, standards, and ethical practices.
  • Manage and lead the procurement function for WAPHA, overseeing overall team performance.
  • Identify, source, and lead a high-performing Procurement Team, fostering a culture of continuous improvement.
  • Oversee the preparation of business cases, briefings, and reports for senior management and stakeholders.
  • Identify and mitigate risks, issues, and dependencies related to procurement activities.
  • Provide strong process leadership to inspire shared ownership of the procurement process.
  • Partner with internal stakeholders to provide high-level advice and guidance, improving procurement practice and outcomes.
  • Develop complex and high-risk procurement plans, tender documents, and conduct evaluations.
  • Utilise meaningful reports on supplier/contract performance for strategic decision-making.

About you

To be considered for this role, candidates must meet the following selection criteria:

Essential experience and education 

  • A relevant tertiary qualification or demonstrable experience in a health-related field or contract management/procurement.
  • Extensive experience in commercial and procurement roles within a complex organisation, managing high-value and/or high-risk categories.
  • Proven ability to successfully lead a procurement function whilst overseeing all aspects of procurement activities, including implementation and change management.
  • Strong negotiation skills and the capability to effectively engage and manage relationships with stakeholders.
  • Exceptional research, analytical, and conceptual abilities to optimize business outcomes and address complex challenges.
  • Proficiency in procurement, commercial, and business management strategies, including the development and implementation of strategic plans.
  • Demonstrated capacity to identify and implement improvements in procurement and contract management procedures to enhance efficiency.
  • Experience collaborating effectively with various stakeholders to achieve procurement objectives and foster positive working relationships.
  • Strong leadership qualities, adaptability, and a proactive approach to problem-solving, aligned with WAPHA’s values and culture.

Preferred knowledge and skills

  • Understanding of health commissioning processes and principles.
  • Knowledge of primary healthcare principles and practices.
  • Experience in developing and implementing commissioning strategies.
