Reporting to the Director Planning and Development, this exciting strategic role will lead Council’s newly created Property and Portfolio Development Department. This department brings together the existing in-house Strategic Property skills with development/project management expertise to optimise Council’s existing Property and land Portfolio. This department provides a coordinated direction for Council Property and land assets, providing policy direction, strategy, planning and delivery of projects to contribute to the sustainable growth of the city, and deliver best value to Council and the community.

Leading 2 direct reports and an overall team of 8, this exciting strategic role will:

  • Lead the development and implementation of Council’s Strategic Property and Land Strategy and Council’s Portfolio Development Plan, defining opportunities for mixed use development, acquisitions and potential divestments as determined through strategic expert work.
  • Contribute Strategic Property expertise to actively facilitate, curate and enable high quality development in Activity and Town Centres within Precinct Structure Plans and across the City’s urban renewal areas.
  • Lead the planning and development of complex mixed use developments on Council owned land, developing briefs with internal and external partners and defining innovative delivery approaches through partnerships, applying best practice and industry knowledge to deliver commercial and community outcomes.
  • Manage and oversee Strategic Property projects in accordance with industry best practice and Council project management guidelines.
  • Provide expert property advice and support the team to execute all property matters across Council’s business, ensuring excellent internal service and responsiveness, and effectively provide reports and presentations to Councillors and community as required.
  • Assist with forecasting, whole-of-life costing, business cases and sensitivity analysis for major projects.
  • Collaborate effectively across the organisation to define community need (infrastructure and affordable housing) and identify opportunities to deliver these as part of mixed use developments across the municipality.
  • Build constructive relationships with a range of government, business and community stakeholders, securing partners to achieve integrated development and /or funding opportunities to be realised.
  • Contribute to the Senior Leadership team of the organisation, bringing ideas and energy and prioritising a great workplace for all and represent Council in a range of forums.
Applicants will need to be great people leaders, demonstrating the ability to motivate an expert group to strategically plan and deliver an important Council function. A strong collaborator, applicants will bring a strategic approach and demonstrate innovation to the delivery of property projects, have strong real estate/property knowledge, and extensive project management skills in the delivery of mixed use developments. The applicant will be highly skilled in negotiation, and adept in the preparation and presentation of reports and submissions to various audiences, including Councillors and community.

Tertiary qualifications and experience in Project or Development Management, Architecture, Planning, Property, Engineering or a related field will be expected, with relevant post-graduate qualifications highly regarded.


Of critical importance will be a demonstrated commercial acumen, a high level of initiative and the ability to manage and direct several projects simultaneously. Excellent communication, negotiation and influencing skills, with the capacity to effectively manage strategic priorities is required.
