A bit about the role

The Procurement Capability and Compliance Lead will be responsible for developing procurement policies and procedures and establish appropriate governance and Compliance frameworks that will contribute to the successful governing of Council procurement activities.

You will provide capacity building, advice and support to all teams across Council to ensure compliance with systems, processes and policies identified through contractual and legal obligations.

What you’ll deliver

  • Work collaboratively with other functions at Casey, contributing to continuous improvement of the frameworks, systems, policies, and procedures to ensure they continue to meet the needs of the organisation.
  • Provide expert advice on exemptions, contractual compliance, conflicts of interest and probity related matters.
  • Deliver customer-focused procurement and contract management frameworks, tools and templates that provide the “what” and the “how” of procurement and contract management, ensuring appropriate probity measures are included.
  • Maintain Council’s suite of contract templates and ensure these remain fit for purpose and up to date with any legislative updates and/or policy requirements.
  • Perform regular compliance audits on procurements conducted across the organisation to ensure compliance with legislation, procurement policies and system workflows, reflecting the outcomes of these in regular reports and analysis.

What you’ll bring

  • Tertiary qualifications in Contract Management/Commercial Law or similar and/or significant working experience commensurate with the requirements of the role.
  • Demonstrated procurement experience within a Public Sector or Public Service environment is desirable.
  • Demonstrated experience and understanding of the importance of supporting transparent and equitable procurement and contract management processes and procedures.
  • Demonstrated record of diligence and attention to detail in undertaking organisational electronic and hard-copy document management.
  • Strong interpersonal skills and excellent written, analytical and verbal skills to communicate with suppliers, internal stakeholders, and senior management.
  • Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check and Eligibility to Work check.
  • A curious, collaborative, and inclusive community mindset.
