We are seeking a Procurement Manager in Canberra.
Responsibilities
- Liaising proactively and providing advice across GRDC’s business – namely the Investment Managers and Senior Managers – to ensure procurement projects are appropriately planned, resourced, and delivered to achieve project requirements through identification of the most effective procurement strategy.
- Providing sound and practical advice to Investment Managers, Senior Managers and Executive (as required) on the required commercial outcomes of the procurement activity.
- Identifying potential procurement, probity, or contract issues in relation to policy or legal requirements, supporting contract risk analysis and ensuring that GRDC complies with its legislative obligations (in respect of the PGPA Act, PIRD Act and Commonwealth Procurement Rules) when undertaking all procurement activity.
- Preparing, drafting, and reviewing of high-quality procurement documentation.
- Working closely with GRDC’s Legal team in respect of reviewing contract non-compliance issues and negotiating contracts generally.
- Providing commercial support for GRDC’s procurement activities.
- Leading, mentoring and developing Contract Administrators in relation to major and complex procurement projects and in day-to-day activities.
Candidate Profile:
- Demonstrated minimum 5 years’ procurement management experience ideally in a Commonwealth Government setting (although experience at State, Territory or Local Government level will also be considered).
- Qualification in business or commercial law or MCIPS certification.
- Experience in procurement management, tendering, evaluation, probity, contract management, financial management and dispute resolution.
- Highly developed team leadership and interpersonal skills.
- Highly developed presentation, interpersonal and communication skills and the ability to influence, motivate and develop others.
- Strong analytical skills and the capacity to leverage off external expertise and think strategically, including the ability to provide sound project advice.
Mandatory Requirements:
- Must be prepared to travel as and when required.
- Must be willing to undergo all Pre-employment Medical checks.
- Must have a valid Australian Driver’s Licence as deemed necessary.
