Role Purpose
VHBA's Procurement team is in a period of significant growth following VHBA's transition into the Victorian
Infrastructure Delivery Authority (VIDA). We provide support and technical advice across the organisation
to ensure efficient and quality delivery of construction procurement as well as Goods and Services
procurement. This newly created role works alongside experienced Procurement professionals and is the
perfect opportunity for someone with experience to step up in their career.
Victorian Health Building Authority
The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's
multi-billion-dollar health capital projects. Our diverse projects span the health, mental health and aged
care portfolios across metropolitan, regional and rural settings and ambulance branches across Victoria.
VHBA also provides technical support across engineering, property, asset management and
environmental sustainability disciplines. Our priority is to provide innovative and sustainable infrastructure
solutions that will ensure our health system meets the needs of all Victorians now and into the future.
Key Accountabilities
1. Work collaboratively with designated teams providing contracting and procurement services,
technical advice and support, ensuring timely and responsive outcomes achieved.
2. Effectively deliver a broad range of contract services compliant with Victorian Government
Purchasing Board, Ministerial Directions and Department of Transport (DOT) and VIDA Procurement
Framework guidelines, procedures and processes.
3. Manage the preparation of procurement and delivery plans including, Strategic Procurement Plans,
Probity Plans, Tender documentation and Contract Management documentation and negotiation.
4. Provide contract management and administration functions to support G&S procurement.
5. Coordination of tender documentation, tender evaluation, contact negotiation and
award of contracts including:
• Supporting the development and implementation of evaluation processes,
criteria and documentation;
• Providing advice and support around establishing protocols and systems for
bidding during various tender phases; and
• Support the facilitation and coordinate industry briefings.
6. Lead and maintain procurement data in contract management systems, establishing reporting
requirements to monitor progress against Key Performance Indicators.
7. Initiate and maintain relationships with senior stakeholders and work collaboratively with project and
contract managers by providing responsive proactive procurement services, technical advice and
ensure compliance with VIDA Procurement Framework, Victorian Government Purchasing Board
(VGPB), DTP guidelines and government policies (e.g. Local Jobs First & Recycle First)
8. Provide high quality guidance to finance and procurement support team members to assist the
delivery of key project objectives ensuring project costs and risks are defined in an appropriate
framework and are managed effectively during all phases of the project.
