Role Description:
The Program Finance Manager will support major programs in budgeting, costing/pricing and contract management functions
The Programs are often highly complex; focused on people and process as well as the technology elements and always established on a foundation of best practice design/co-design.
Responsibilities include:
- Manage and analyse program expenditure (forecast and actual) to ensure operation within budget
- Provide advice and input into business cases, procurement, governance and reporting artefacts
- Work with executives and Program Managers to establish and maintain best practice process for Program Finances and contract management
- Advise on financial controls and best practice
- Contract management, including drafting of procurement documentation
- Comply with government procurement and contract management policies and legislation
- Explore innovative procurement and contract management solutions
- Interpret contract requirements, terms and conditions
- Leverages relationships with strategic suppliers and customers
- Establish negotiation strategies and facilitate complex contract negotiations
- Lead the review of expiring contracts and uses results to shape the future procurement strategy
- Apply and advise on contract variations, exemptions, extensions, expiry and transition management, recommending appropriate decisions based on risk
- CA or CPA qualifications
- Significant program management experience in enterprise or government environments
- Experience with financial aspects of large ICT programs/projects
- Competent with financial ERP software and skills with Excel
- Demonstrated experience and capabilities in budget development, reporting, contract management, project costing, quality control, financial analysis and monitoring within a complex environment of transformation programs
- Demonstrated commercial acumen and experience in negotiation - with the ability to engage effectively and manage relationships with stakeholders.
- Strong communication skills
- Proven ability to prepare complex procurement and technical documents and communicate effectively to a range of stakeholders
- Demonstrate research, analytical and conceptual skills to optimise business outcomes and solve complex problem
- Must have either Baseline Security Clearance or the ability to obtain clearance (Australian Citizenship essential)
