We are looking for an experienced Program Finance Manager who can support with budgeting, costing & contract management for a known Government dept.
- 12 months contract role with possible extension.
- Attractive pay rate up to $125 per hour + Super.
- Hybrid work (Minimum 3 days at the Canberra office).
You will support the Major Programs Branch and its programs in budgeting, costing/pricing, and contract management functions.
KEY ACCOUNTABILITIES:
- Manages and analyses program expenditure (forecast and actual) to ensure operation within budget.
- Provide advice and input into business cases, procurement, governance, financial controls and best practice and reporting artefacts.
- Work with the Executive Branch Manager and Program Manager to establish and maintain best practice process for Program Finances and contract management.
- Contract management, including drafting of procurement documentation, including contract and/or category management plans.
- Comply with government procurement and contract management policies and legislation, driving value for money outcomes.
- Explores innovative procurement and contract management solutions.
- Interprets contract requirements, terms, and conditions.
- Establishes negotiation strategies and facilitates complex contract negotiations.
- Leads the review of expiring contracts and uses results to shape the future procurement strategy.
- Applies and advises on contract variations, exemptions, extensions, expiry, and transition management, recommending/making appropriate decisions based on risk.
ESSENTIAL REQUIREMENTS:
- Demonstrated experience and capabilities in budget development, reporting, contract management, project costing, quality control, financial analysis and monitoring.
- Commercial acumen and experience in negotiation, with the ability to engage effectively and manage relationships with stakeholders.
- Strong communication skills, with the ability to prepare complex procurement and technical documents and communicate effectively to a range of stakeholders.
- Demonstrate research, analytical and conceptual skills.
