Inland Rail is a once-in-a-generation project that will complete the backbone of Australia's freight rail network. It will enhance supply chains by providing a transit time of 24 hours or less for freight trains between Melbourne and Brisbane. Inland Rail will connect regional Victoria, New South Wales, and Queensland to markets more efficiently, drive substantial cost savings for producers and consumers, and deliver significant economic benefits. Inland Rail is the largest freight rail infrastructure project in Australia and one of the most significant infrastructure projects in the world.
About the opportunity
As the Property Portfolio Manager, you will oversee the Inland Rail Property Portfolio spanning across project areas in Queensland, New South Wales, and Victoria. This includes management of regulatory compliance, property holding obligations and developing and executing a divestment strategy for surplus land.
Key responsibilities will include but are not limited to:
- Act as custodian of the Inland Rail Property Portfolio - including property management, lease back and occupancy agreements, compliance, and ultimate divestment of surplus land.
- Develop a property program divestment strategy aimed at recycling capital deployed to land acquisition, by maximising resale value of acquired lands that are surplus to rail corridor, construction, or other project requirements.
- Provide key strategy input to the development and maintenance of a sub portfolio of property assets acquired in support of Biodiversity and
- Environmental offsets obligations.
Oversee policy, strategy, and operational procedures regarding residential tenancies established within the Inland Rail portfolio. - Provide expert advice and strategic guidance regarding downstream divestment options for properties considered for acquisition for the Inland Rail project.
About You
The successful candidate will demonstrate a diverse set of skills and qualities, including the ability to influence and negotiate with internal and external stakeholders, have a depth of knowledge of relevant property law and the ability to problem solve and resolve stakeholder issues with empathy.
You will be able to demonstrate:
- Tertiary qualified (degree qualification in business, legal, property or other relevant discipline).
- Knowledge of and experience in real estate valuation, negotiations for land acquisition and/or compulsory acquisition of land.
- Understanding and knowledge of market trends and valuations in the general property field.
- High level interpersonal skills and empathy for stakeholder issues.
- Highly developed problem resolution skills with experience in relationship management.
- Working knowledge of contracts law.
- Strong risk management experience with an ability to assist in evaluating identified risks/opportunities and development of agreed strategies and management plans to mitigate risk.
- High level negotiation and management skills.
Desirable Selection Criteria:
- Understanding and knowledge of valuation methodologies related to property acquisition.
- Experience in the development and delivery of major infrastructure projects through a program of works model or functional matrix organisational structure.
