ABOUT US
Refuge Victoria is a not-for-profit Specialist Family Violence Organisation that provides refuge/crisis accommodation and support to women and children as they begin their journeys to a safer and happier future.
We have been responding to family violence and changing people’s stories for over 40 years. Refuge Victoria is the largest provider of refuge/crisis accommodation in Victoria with three core and cluster refuges, 15 refuge properties and nomination rights to 35 Transitional Houses.
We support women and children experiencing homelessness from family violence, providing refuge and crisis accommodation, risk assessment and case management support and outreach case management support to clients in transitional properties and/or private rental.
THE ROLE
The Manager, Quality and Programs is a key member of the Service Delivery Management team responsible for coordinating, and undertaking quality, evaluation, and program development activities across Refuge Victoria initiatives to inform improved organisational decision-making, service delivery and service impacts/outcomes.
As part of the service delivery management team the role is expected to meet a range of outcomes and deliverables which align with the Refuge Victoria Strategic Plan and to assist the organisation to achieve its business goals and build a strong and sustainable organisation. This role entails the managing the intake and risk assessments for the entire organisation, undertaking safety plans, needs assessments, case and exit planning in support of Refuge Managers and/or as required.
In addition, the position will act as a ‘floating’ Manager to fill in for refuge managers when they are on leave or offline. At this time, you will support the Refuge Manager by assuming their delegations and will be responsible for coordinating the delivery of a 24-hour service providing emergency accommodation and case management for people experiencing family and domestic violence.
KEY RESPONSIBILITIES
• In collaboration with Refuge Managers and the Director of Services, support program design and the development of practice frameworks and program/outcomes logics.
• Ensure service integrity by designing and monitoring high quality reporting and documentation systems.
• Design ‘end to end’ evaluations, including program theory; evaluation approach methodology and methods; data collection tools; preparing ethical protocols and obtaining ethical approvals; data analysis and sense making, report writing and utilisation.
• Assist with internal audit to ensure record keeping is in line with program guidelines, legal and accreditation standards and lead all accreditation quality assurance and assessment processes.
• Assist Refuge Victoria to implement the Victorian Government Social Services Regulation reform processes and achieve and maintain registration against the new Social Services Standards.
• Manage and coordinate CIMS reporting and subsequent DFFH recommendations. Undertake investigations and service reviews in response to incidents and as required.
• In collaboration with Refuge Mangers and Team leaders be the single point of contact for referrals and coordinate client intakes and exits and provide expert and specialist consultation to staff and peers.
• Act as a ‘floating’ Manager to fill in for Refuge Managers when they are on leave or offline and be an active part of refuge teams and management teams.
• Lead with exceptional interpersonal, communication and negotiation skills and model respectful and professional behaviour including displaying initiative, honesty, fairness, transparency, and accountability in line with Refuge Victoria values.

THE SUCCESSFUL CANDIDATE WILL NEED TO HAVE THE FOLLOWING:
• A tertiary qualification in social work, psychology or related discipline at degree level.
• A minimum of 2 years’ experience within the family violence sector or child youth/family services
• Previous experience managing a team in the human services sector including providing support, supervision, coaching and training for direct service delivery staff.
• A sound knowledge of the resources and services available in the community sector, with respect to family violence, crisis interventions, health, mental health, drug and alcohol, legal, income security, immigration policy, disability and education
The successful applicant will need to undertake a national police check, referee checks, be fully vaccinated for Covid-19 and have a Working with Children Check.
