Join our experienced and skilled Early Years Leadership team at Hume City Council to implement a contemporary practice and continuous improvement across our centres.

What you'll be doing:

  • Managing the daily operations of Early Childhood Services which may include Preschool, Long Day Childcare, Three Year Old Activity Programs and Occasional Care, to ensure Council provides professional, safe, accessible, quality early childhood services within the region.
  • Leading, supervising, motivating staff on day-to-day issues relating to service delivery, including compliance and regulatory issues, standard of care requirements, enrolments, liaison with service users, and issue resolution.
  • Supporting the development of integrated, innovative children's services that are responsive to the needs of children and families.
  • Managing the day-to-day operations of a number of early childhood services within a region, ensuring high standards in service delivery and maximum utilisation, consistent with Council and Government requirements and accepted professional best practice.
  • Provide pedagogical leadership as the Educational Leader for the service and oversee the design and implementation of program planning to deliver stimulating environments that meet, and are appropriate to, the developmental needs of children.
  • Supporting teachers and educators to implement contemporary practice and continuous improvement.
  • Ensuring the service is delivering a high quality of care and is compliant with all regulations. Complete DET notifications if required and ensure the service is up to date with all DET changes.
  • Supporting the service to build community partnerships utilising agencies that will assist and support them in areas of inclusion, transitions, early start, and NDIS.
  • Adhering to performance targets and indicators and compliance with internal and external funding and reporting requirements.
  • Support budget development and monitor budget performance. Ensure services operate within budget and comply with sound financial practices and reporting requirements.
  • Foster a commitment to a positive customer service culture, which maximises communication, co-operation, and accountability.
  • Ensuring that administration systems are efficient and produce statistical data required for planning monitoring and performance purposes.
  • Ensuring services provide an environment that is welcoming and accepting of all families and provide opportunities for families to participate in service planning activities in a manner that is valuing and recognises individual family needs, relationships, and cultural backgrounds.

The skills and experience you'll bring to the role:

  • Proficiency in the application of theory relating to early childhood development and service provision.
  • Understanding of the objectives and goals of Children's Services and knowledge of Council's policies and procedures relevant to the work of the Unit and Department.
  • Strong understanding of the legislative and regulatory framework applying to children's services.
  • Understanding of budget management and financial reporting systems and procedures.
  • Proven skills in staff development, the implementation of HR practices and developing partnerships with stakeholders.
  • Experience in achieving compliance with OH&S objectives and requirements.
  • Computer literacy and experience with relevant software including Microsoft packages, Word, and Excel.

Required Certifications & Qualifications:

  • Relevant degree or diploma in Early Childhood Development or a related area, with strong relevant experience.
  • Appropriate experience in the operation of an early years' service and knowledge of legislative and policy frameworks.
  • Demonstrated ability to motivate and supervise staff.
  • Experience in developing programs and implementing policies, procedures and systems relating to children's services.
  • Maintenance of all relevant skills, certificates, and licenses to meet regulatory compliance when working as part of the staff child ratio backfilling breaks or other shifts as required.
  • To be able to act as a nominated supervisor in accordance with National and Victorian Law requirements.
  • To be able to act as the educational leader at services, within a region.
