Trion will be one of Mexico's first deep-water oil developments, achieving project sanction in June 2023.Trion is Woodside Energy's operated production asset within the Perdido basin in ultra-Deepwater offshore Mexico with first oil targeted in 2028 with development drilling expected to start in 2025. Trion field's development consists of 12 producers, 10 water injectors, and 2 gas injectors drilled between two campaigns.The selected concept for Trion is a subsea development connected to a semi-submersible FPU capable of producing and transferring 100,000 barrels of oil per day to a floating storage and offloading (FSO) vessel. Oil from the FSO is expected to be exported to the market, with excess gas transferred back via a pipeline to existing offshore gas export infrastructure.An opportunity exists to be part of the Regulatory Trion Project Team supporting our future Mexico business.About the Role:The Regulatory PMO will report to Trion Project Head of Regulatory and Compliance.The work location will be in Mexico City. The work schedule will be from Monday to Friday (8 Hours daily).Accountabilities:Advise on all sort of regulatory affairs and Trion License compliance matters, ensuring Regulatory Compliance of the Trion Project in Mexico.Draft and revise official communications to regulatory agencies and stakeholders.Facilitate that the submission of notices and reports to regulators are made on time and manner, providing advice and following up with internal stakeholders.Collaborate to obtain the authorizations and permits required by the Project.Develop, deliver and monitor communications such as work plans, operational schedules, presentations, plan meetings and organizational matters in relation to Regulatory Compliance.Issue and follow up with Trion Regulatory Calendars.Monitor regulatory changes, analysis of the impact to the project and draft communication to the project.Be updated with regulatory news that can impact the project.Skills & Experience:
- Engineering degree in Geoscience or Petroleum Engineer; degree
- Have at least 5 years of experience in relation to Offshore Oil & Gas Projects in México (Exploration & Extraction), required.
- Have at least 3 years of experience working in the National Commission of Hydrocarbons (“CNH”) or the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (“ASEA”), or in an Offshore O&G Project in Mexico in Development Phase, desirable.
- Have experience in advising on and identifying applicable Authorizations, Permits, Licenses, Registrations and Certifications to an Offshore O&G Project in Mexico.
- Have experience in identifying requirements applicable to Offshore O&G Projects.
- Have experience in providing advice on matters related to the different and varied regulations issued by the CNH, regarding Exploration and Extraction of Hydrocarbons.
- Have experience in providing advice on matters related to the different regulations and rules issued by the National Commission of Hydrocarbons (CNH), regarding Licenses of Use, Digital Information & Physical Samples.
- Have experience in providing advice on matters related to the different and varied regulations issued by the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (ASEA), regarding Exploration and Extraction of Hydrocarbons, including SASISOPA regulations.
- Have experience in providing advice on matters related to the applicable technical regulations (NOMS) and standards applicable to Offshore O&G Facilities.
- Have experience in providing advice on matters related to the Volumetric Controls regulation issued by the Ministry of Finance through the Tax Administration Service (SAT).
- Have knowledge of the national regulation issued by the Ministry of Economy (SE) and/or the Ministry of Energy (SENER), regarding rules for O&G Exportation, as well as knowledge of the requirements applicable to obtain an LDA Permit.
- Have knowledge of the national regulation issued by the Energy Regulatory Commission (CRE), regarding rules for O&G Marketing.
- Have good written and oral communication skills.
