About ARTC

The Australian Rail Track Corporation (ARTC) plays a critical role in the national transport supply chain and in the overall economic development of Australia. Managing and operating more than 8,500 km of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, makes ARTC one of Australia's largest rail network owners.

The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity

The Senior Advisor - Corporate Affairs will ensure the effective coordination and awareness of program milestones, issues, and opportunities with key stakeholders and to support the political engagement in the state of Victoria and Southern New South Wales Delivery Group of Inland Rail. The role takes shared accountability for relationships regarding Inland Rail in Victoria and Southern New South Wales and works with other team members to maintain coverage of the Victoria and Southern New South Wales Projects and to support program-wide issues management needs. This role, as part of Inland Rail's Corporate Affairs Function, plays a key issues management capability that works closely with stakeholder engagement and project delivery function to ensure that issues are identified early and managed effectively.

Key responsibilities include, but are not limited to:

  • Work with the Inland Rail Corporate Affairs Manager and other Inland Rail personnel to identify and support government and stakeholder engagement priorities for Inland Rail.
  • Manage issues with respect to accountable projects and coordinate across the program as part of the Inland Rail Corporate Affairs Team.
  • Work with the Shareholder and Strategy Team to ensure preparation of high-level issues briefs, meeting briefs, briefs for Parliamentary hearings, presentations, and related material in a form suitable for senior stakeholders including the Inland Rail CEO, CFO and Departmental and Ministerial staff.
  • Monitor, research and elevate awareness of state government relations issues, transport policy, Ministerial announcements, and electoral issues relevant to Inland Rail.
  • Contribute to Inland Rail input to regular reporting as required including Quarterly Shareholder Reports, Monthly Reports and other Reporting avenues.
  • Provide and manage secretariat functions for meetings with State Government entities and other stakeholders as required, including preparation of agendas, minutes and action items and pro-active management of follow up actions.
  • Attend project management meetings for Inland Rail projects that are within the responsibility of the adviser to ensure a deep understanding of milestones, announce able, opportunities and emerging issues.
  • Develop policy papers on issues as they arise.
  • Maintain and coordinate an effective engagement program with stakeholders who are important to the project.
  • Support the drafting of high-level correspondence with Government and other stakeholders.


About you

To ensure success in this position, applicants will be able to demonstrate:

  • Experience in a government relations or external relations / external affairs role.
  • Understanding and networks, or ability to develop them, with State political and bureaucratic environment (elected and Departmental) and understanding of how to navigate and engage within this environment.
  • Success either working in a similar role within Government or communicating to Government.
  • Strong organisational and time management skills and the ability to think creatively to achieve solutions.
  • Ability to apply strategic level thinking, problem solving and decision making to the resolution of complex issues, and to steer stakeholders through government and/or regulatory processes.
  • Proven skills in the delivery of high-quality communications and government relations services in a technical environment - preferably infrastructure or transport projects or similar discipline. Including the ability to get across complex information quickly and translate this into targeted, effective communications products such as issues briefs of key message documents.
  • Exceptional interpersonal, conflict resolution and negotiation skills.

Desirable Selection Criteria

  • Tertiary qualifications in a relevant field
  • Experience in an infrastructure, transport or logistics sector.
  • A network of current contacts within one or more of the State Governments at political and or bureaucratic level that demonstrates an ability to foster and maintain such networks.
