Please note this position will be transitioning to Queensland Police Service (QPS) as part of a Machinery of Government Change prior to 30 June 2024, with the State Emergency Services (SES) due to become an entity of the QPS. As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990.

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the roleIn early 2024, the SES are transitioning from QFES to Queensland Police Service (QPS). The SES Training Optimisation project team will be responsible for the transition of SES training requirements to QPS and for delivering post transition optimisation of SES training products and training platform This transition has a significant impact on the current delivery of training, training materials and access to the QFES Registered Training Organisation (RTO).
Reporting to the Principal Project Officer, you will be a key member of the team responsible for analysing business needs, issues and/or information systems and working with key stakeholders to review system design and project development deliverables against requirements and participate in quality assurance activities to ensure successful implementation and operation within SES to achieve strategic priorities and/or technology solutions that align with the training requirements of SES.
Key requirementsHighly desirable requirements
- Experience in business analysis for organisational design and structural change projects.
- Qualification in Business, Project Management, Quality Management, Business Analysis Body of Knowledge (BABok) certification or suitable equivalent.
Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award – State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- Capacity to work on night and weekends to suit an SES volunteer environment.
- It is expected that the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include travel to rural and remote communities, intrastate or interstate travel as necessary and/or deployment activities to other parts of the state.
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Perform high-level business analysis by developing an understanding of the business needs to ensure technical deliverables meet user acceptance criteria, useability and fit for purpose solutions.
- Undertake investigative work to determine and document business processes, ICT requirements and recommend improvements to business processes and information systems.
- Develop functional requirements that will cover system functionality, usability, access and security, performance and availability, interfaces, and data conversion requirements for all business functions.
- Develop business processes utilising appropriate modelling techniques to design end to end service mappings to ensure procedures are documented following processes and methodologies that align with industry best practice and departmental standards.
- Contribute to the specification and design of system reports and reporting processes applicable to the client or stakeholder requirements utilising standard departmental reporting tools.
- Build effective relationships and liaise with internal and external stakeholders to provide guidance in the conduct of user acceptance testing and system trials to ensure deliverables meet required outcomes.
- Conduct quality reviews of project and production support deliverables to ensure their successful implementation and operation within SES for the transition to QPS.
- Contribute to the review of system design and other development deliverables against requirements and participate in applicable quality assurance activities.
