The Senior Change Manager is responsible for developing, implementing, and coordinating frameworks, governance, strategies, and plans to ensure a consistent enterprise-wide approach to change management and adoption across Council’s multi-year digital transformation program and related Enterprise Change projects.

The Senior Change Manager will work in a small core team alongside other specialists in Communication and Engagement Manager and Benefits Management to support project teams and business stakeholders to deliver sustainable change and adoption of new systems, technologies and ways of working.

Guided By Our  Values , Your Responsibilities Will Include:

  • Organisational Change Management: Lead, plan, deliver, and evaluate strategic change management strategies that support and prepare employees and the community for digital transformation. Develop and continuously improve the Change Management Strategy for the Digital Transformation program. Collaborate with key stakeholders to drive improvements in change management coordination and delivery.
  • Stakeholder Management: Collaborate with project sponsors, strategy owners, project change resources and internal change stakeholders to integrate change management activities. Develop stakeholder analysis and tailored change management plans for internal and external parties impacted by digital transformation. Provide advice and support to leaders and teams to mature organisational capability in change management.
  • Portfolio Management: Contribute to the development and refinement of Council’s strategic change portfolio. Identify and manage portfolio change and adoption risks associated with digital transformation.
  • Leadership and Capability: Play a lead role in maturing Council’s approach to change management and adoption. Design and deliver digital readiness change management capability uplift programs and workshops.

What You Will Bring to the Role:

  • Experience: Proven ability to apply contemporary change management strategies and methodologies effectively, ensuring positive change and adoption across organisational and project levels. Demonstrated experience in leading strategic change initiatives, particularly within digital transformation or modern ways of working.
  • Skills: Exceptional interpersonal, communication, and facilitation skills, with the ability to engage and influence stakeholders at all levels. Strong storytelling and influencing skills to bring people on the journey of change. Expertise in developing and leading workshops and fostering learning and development with empathy and understanding.
  • Knowledge: Demonstrated expertise in driving digital transformation in complex environments. Deep understanding of change management principles, particularly PROSCI or similar frameworks. Solid grasp of strategic planning, corporate planning, and business improvement. Awareness of relevant legislation, workforce, and policy frameworks applicable in local government.
  • Attributes: Motivated, engaging, and approachable with a nurturing approach to change. A connector who can bring different parts of the organisation together to champion change. Ability to handle complex environments, focusing on advocacy and working across the organisation. Respectful of the journey the organisation has been on and mindful of the need for methodical support through changes.
