HealthShare Victoria (HSV) is a state-wide organisation that partners with Victoria’s public health services and suppliers to coordinate strategic procurement. Over the last 12 months, we have delivered over $120 million in benefits to health services, and have over $1.16 billion in value under contract. We also played an important role in the Victorian Government’s COVID-19 pandemic response, securing essential personal protective equipment and life-saving equipment to support our health system’s readiness for the crisis.
We are now entering an exciting new phase in our organisational growth as we expand to deliver a full, end-to-end supply chain across the state, which includes the opening of a 22,500 square metre distribution centre that will serve as Victoria’s new medical consumables supply chain hub.
The Opportunity
Reporting to the General Counsel (GC), the key objective of this role is to work with the GC in coordinating and managing HealthShare Victoria's (HSV) legal, governance and risk management functions. The position will provide legal advise and services to stakeholders, manage complaints, conduct investigations, and respond to information access requests.
Key Accountabilities Include, but not limited to:
- Provide practical and strategic advice on legal and policy issues, including a sound understanding of the tender process and contract law
- Establish and manage strong relationships with key internal and external stakeholders, as well as acting as a mentor to other lawyers in the team
- Assist in the review, drafting and negotiations of contracts based on procurement policies, best practices and case law
- Assist staff compliance with legal requirements and HSV policies and frameworks, by assisting in the development and implementation of training and guidance to staff
- Conduct investigations by reviewing complaints, identifying issues, obtaining evidence and drafting comprehensive investigation reports with findings and quality improvement recommendations
- Perform senior management responsibilities as required, including providing guidance to lawyers in the team
What You Will Bring:
- Law Degree with admission to the legal profession
- Victorian Practising Certificate or an ability to obtain
- Post-qualification/admission experience 5+ years
- Demonstrated experience in procurement law and drafting and negotiation of commercial agreements. Ability to autonomously manage legal advice to commercial agreements, end-to-end
- Exposure to investigations and process for assessing requests for information, including requests under the Freedom of Information Act
- Proven experience in problem solving and display of sound judgement and resilience
- Ability to work positively within a team to deliver best practice outcomes and shared goals
