About the Organisation
Titles Queensland manages the land and water titles registries for Queensland and are the trusted experts in maintaining the reliability and integrity of one of our state’s most significant registers of information, protecting people’s most valuable assets. With over 750,000 lodgements and 2.7 million searches of land and water titles registry dealings each year, our services are fundamental to the investment in Queensland and safeguarding records for property owners and interest holders across our past, present and future.

The Titles Queensland organisation also works closely with the Australian Registrars’ National Electronic Conveyancing Council (ARNECC), which has been established in partnership with Land Titles Registrars across other jurisdictions to implement and manage the regulatory framework for electronic conveyancing (eConveyancing) of real property in Australia.
 
About the Position
The Senior Officer is employed by Titles Queensland and will be a critical member of a small team that provides senior governance, advice and support to ARNECC and Titles Qld to deliver optimised and best practice eConveyancing across Australia.

The role reports to the ARNECC Executive Officer and will lead major workstreams and various operational, administrative, financial and procurement matters to ensure the eConveyancing regulatory framework as introduced in Queensland and across different jurisdictions is consistent, efficient and effective.  The role will provide leadership and guidance to Titles Queensland and the Working Groups established across different jurisdictions to ensure they achieve the vision of a world-leading national eConveyancing system that is trusted, effective and accessible.

This role involves leading various Registrars' Working Groups to ensure effective management of all matters relating to eConveyancing.  This position requires the exercise of sound judgment to progress and escalate issues with recommendations for principles-based decision-making, aiming for a nationally consistent approach.

Key responsibilities include managing priorities to achieve Registrars' goals, reviewing Working Group operations and their coordination, and leading the procurement of consultants for expert advice. It will also engage with industry stakeholders, prepare briefings and draft regulatory changes, assist in policy implementation, conduct research, and build strong stakeholder relationships.

About the Person
Bringing a degree in law, governance, business management or other relevant tertiary qualification, you will be an experienced professional who has worked in a similar regulatory or government environment, noting that knowledge of eConveyancing is not mandatory.

You should have significant experience in research and problem analysis and management, providing sound recommendations and demonstrating strong thought leadership. Curiosity and a proactive approach to simplifying processes and achieving better outcomes are essential traits. Adaptability to changing expectations and a strong analytical mindset for problem-solving are crucial for this role.

Excellent planning and organisational skills are required to set and meet objectives aligning with the organization's goals; along with a customer-centric approach, delivering exceptional service, and anticipating client needs. The ideal candidate will handle confidential and sensitive issues with discretion and have several years of experience in leading governance, regulatory, and/or policy areas.
