The primary purpose of the Senior Manager Project Controls role is to lead the project controls team and ensure project controls practices are implemented into the ways of working within Rail branch of Infrastructure & Place Division in line with current standards and best practice within industry. This would then facilitate the successful delivery of program and improve efficiencies, whilst implementing appropriate controls and project artefacts, and providing assurance on the management and delivery of major projects.
The Senior Manager Project Controls role will also deliver core project controls functions including
Cost management, Risk Management, Schedule Management, Document management, Governance, Status and Performance Reporting, and Change Control. The role will be working closely with Director Project Performance to ensure all the key aspect of project controls are aligned with the overall strategy implemented by Commercial, Performance and Strategy branch of Infrastructure and Place Division.
Supporting the MTMS3 team from procurement of fleet point of view, the scope of the Professional Services Contractor includes, but is not limited to, the following:
Lead the implementation of TfNSW endorsed standards for consistent processes and procedures in relation to project/program performance parameters including but not limited to estimating, cost, schedule, resource and risk management, document management and reporting.
Provide the project management team with integrated, accurate, and timely advice, information and capability to drive achievement of project/program objectives.
Foster close collaboration and engagement with broader project performance and delivery team stakeholders to develop progress KPIs that are tracked and monitored, as well as prepare regular reports detailing project progress against plan, highlighting critical issues and monthly forecasts for project costs to complete against budgets and committed costs and cross-checking and validating data for anomalies, irregularities or inconsistencies.
Contribute to budgets and risk management plans, consistent with project plans, control costs, and report as required on activities, performance, trends and issues.
Manage and lead project performance team members embedded in MTMS3 RSD team
Provide a consistent and transparent approach to the management of projects and programs, embedding this into the ways of working with ongoing support, guidance and training, to ensure that consistency, quality, value for money and rigour is achieved across projects
Collaborate across TfNSW to leverage existing project management artefacts, and facilitate alignment and consistency with partners and stakeholders;
Establish continuous improvement processes to ensure best practice and innovative approaches are embedded into the project management functions;
Support provision of project change management in compliance with organisational processes and procedures including the management of tactical change and risks within the project life cycle. This includes management of Project Change Requests and associated Scope, Schedule, Cost and Requirements Baseline changes, and maintenance of relevant Registers;
Participate and provide accurate information for project audits and INSW Health Checks, and effectively execute audit plans, ensuring compliance with audit and Health Check recommendations through sample based verification of the closure of audit/Health Check actions;
Successfully resolve complex issues in situations commonly involving diverse range of stakeholders and with different views and perspectives; and
Provide support to Director Project Performance and ensure there is an alignment with overall strategy across I&P.
