Who we are
In partnership with internal and external stakeholders, Compliance & Enforcement Division monitor and assess risk to enhance compliance through effective regulatory intervention, ranging from education to enforcement which will ultimately safeguard our economy, trade, environment and agriculture.
The Operational Intelligence and Coordination Branch (OICB) is responsible for assessment, intelligence, operational coordination and responding to non-compliance for CED. The branch provides insight into the operational workload across the division and is the central point for fit and proper person assessments and reports for decision makers across the department. The branch provides profiling and targeting capability to determine vulnerabilities in supply chains and develops operational and tactical intelligence insights to support decision making. It operates as a national team with staff located in departmental offices in major capital cities and regional centres.
The Audit and Assurance Branch (AAB) is responsible for the delivery of regulatory audits and other assurance activities to manage biosecurity, imported food, export regulatory risks. AAB takes a whole of department view and has responsibility for functions related to targeted and planned risk based regulatory audits, planned and responsive assurance and control testing activities, and illegal logging assessments. AAB plays a crucial role in the development and implementation of the department’s assurance processes, providing confidence that departmental regulatory systems and controls points are managing risks. AAB have approximately 100 staff – auditors, technical experts, operational managers and project officers. We operate as a national team with staff located in departmental offices in major capital cities and regional centres.
The Job
The Compliance and Enforcement division is seeking to fill several positions and create a merit pool to fill future vacancies as they arise at the APS6 level.
Operation Co-Ordination Section – The APS6 Senior Program Officer, Operations Coordination Section is responsible for providing decision-makers with actionable, contemporary insight to inform operational activity, broader planning, and/or response considerations. The Senior Program Officer helps coordinate delivery of a high-level secretariat function to the division’s peak decision-making forum, the Operations Coordination Committee, and supports the Assistant Director to drive engagement across a diverse stakeholder cohort in the division and throughout the broader department.
Tactical and Operational Intelligence – The APS6 Senior Intelligence Analyst provides specialist intelligence services to the Compliance and Enforcement Division, departmental stakeholders and external agencies. This includes producing high-quality and accurate intelligence products within set timeframes whilst complying with legislative, policy and security frameworks. This is achieved through overseeing a small team of intelligence analysts to prepare complex briefs and tailored intelligence assessments for compliance and enforcement activities. This involves establishing enduring professional linkages across the stakeholder cohort, internal and external to the department, and mentoring team members to develop the capability of the team and section.
Audit Operations Manager – The APS6 Audit Operations Manager leads an operational team of auditors to achieve outcomes in a time sensitive environment. This involves resolving complex operational and technical matters related to biosecurity Approved Arrangements, Food Import Compliance Arrangements and/or Export Registered Establishments/Accredited Properties. This includes liaising, negotiating and effectively communicating with government agencies, industry bodies and other clients, and actively fostering employee learning and development opportunities to achieve personal, team and program objectives. The position reports to an Assistant Director within Audit Operations and will engage with the other areas of AAB. Some travel may be required.

Audit Operations Protocol Manager - The APS6 protocol manager role is responsible for the management of applications and Accredited Property audit administrative activities for export and program areas. This includes liaising on policy, program, and administrative matters including timing in relation to Accredited Property registrations. This is achieved through leading the Accredited Property audit administration team to provide technical and staff support. This involves informing the workload team on Accredited Property scheduling and volume for scheduling purposes and liaising with industry bodies on the administration of upcoming Accredited Property audits and providing post seasonal feedback.
Compliance Officer – The APS6 Compliance Officer works with internal and external stakeholders to understand and interpret technical information, legislative requirements, and logistical considerations associated with implementing a timber testing regime. This requires a good understanding of technical information and detailed legislative requirements such as the Illegal Logging Prohibition Act 2012 and the Illegal Logging Prohibition Regulation 2012. This role develops illegal logging compliance and assessment material and guidelines and tools to direct the efficient and effective use of timber testing technologies. The role also performs data analysis and research activities to inform targeted monitoring, investigation, compliance, and enforcement activities related to sampling provisions under illegal logging prohibition legislation.
What we are looking for
Knowledge and experience
The following knowledge and experience are desirable:
  • A demonstrated understanding of the Biosecurity Act 2015, Export Control Act 2020, and/or the Illegal Logging Prohibition Act 2012 and the Illegal Logging Prohibition Regulation 2012 and other relevant legislation and policy frameworks.
  • Experience in managing teams in a changing and challenging environment.
  • Technical knowledge related to the specific role, such as a knowledge of import and/or exports processes for AAB positions, and the intelligence process for those in OICB.
  • Operational experience in a regulatory environment and/or in industries related to agriculture.
