The Role
Within the Strategic Welfare function and EL1 Work Health and Safety Manager is accountable under broad direction to perform and achieve complex to very complex Work Health and Safety work within an integrated workforce. They will require an in-depth knowledge of and compliance with legislative frameworks, government decision-making and Defence's mission and policy requirements.
An EL1 Work Health and Safety Manager will exercise a considerable degree of independence and perform a leadership role. They will exercise sound decision making and judgement to provide expert policy advice. They will have in-depth knowledge of the strategic welfare function and are responsible for the development, implementation, compliance and review of policies and procedures relevant to their work within that function. They will engage in complex to very complex problem solving and issues management and may coordinate and perform detailed or sensitive projects that impact on strategic, political or operational outcomes for Defence.
An EL1 Work Health and Safety Manager is accountable to plan, lead and manage a range of human and physical resources and exercise the associated people and financial responsibilities to achieve business outcomes. They will manage one or more teams. They will develop and implement work plans, set performance indicators, and review individual, team and business performance, focusing on identifying opportunities for building team capability and continuous improvement. They will set work that align with the strategic objectives and communicate expected outcomes.
An EL1 Work Health and Safety Manager will be responsible for actively managing key stakeholder relationships and will be required to identify relevant stakeholders' expectations and concerns to develop and communicate methodologies and practices to achieve outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development of their work area.
This position has people management responsibility and as such you will be required to exercise your people management skills and knowledge to lead a high performing and cohesive team.
About our Team
Mine Warfare and Clearance Diving Systems Program Office (MCDSPO) is part of the Naval Sustainment and Shipbuilding Group within Defence. MCDSPO is responsible to Navy for providing the sustainment and through-life support of the Mine Hunter Coastal vessels, Deployable Autonomous and Robotic Mine Warfare Systems, Sail Training Ship Young Endeavour, Mine Clearance Diving and Hyperbaric Systems, and General and Specialist Dive Equipment.
These systems are sustained in partnership with a number of industry partners through a variety of contracting arrangements.

You enjoy the challenge of working with a range of stakeholders, including Navy and industry, informing decision-making, strengthening accountability and transparency, and streamlining administrative processes to ensure legislative obligations are met. You provide evidence-based advice and recommendations to support decision making, including through effective use of data.
Strong candidates will have the ability to demonstrate a number of the following attributes:
- Accurate completion of WHS work within timeframe and quality requirements;
- Research and analyse activities identifying and addressing WHS risks, including site visits;
- Demonstrated track-record as an effective safety professional with the capability to manage, assure and improve safety systems at a whole of organisation level;
- An in-depth knowledge of legislative and compliance frameworks, government decision-making and Defence's mission and policy requirements;
- Excellent team and interpersonal skills with the ability to liaise, collaborate, and build productive stakeholder relationships across reporting lines, including the ability to engage with and advise senior executives with credibility and competence;
- Demonstrated experience in the preparation of high-quality reports and governance documents, consistent with legislative obligations.
