The Approvals & Regulatory Planning Manager is a newly created and a key technical and leadership position, managing the Approvals and Regulatory function across a large program of capital works.

Our customers are at the heart of everything we do, and we are proud to service our communities with smart and environmentally sustainable practices.We think a pretty good job starts here………About the role:As the Approvals Planning and Regulatory Manager, you will be responsible for establishing and managing the Approvals and Regulatory function across the program of capital works for our Sustainable Infrastructure Solutions (SIS) branch. This requires forming a team to identify, plan and implement specialised advice of legislative and statutory requirements from Local, State and Commonwealth Governments to support the delivery of the Capital Works Program. You will be a key contact for government agencies for the network and treatment services and sustainability programs and will be required to work with internal stakeholders to ensure compliance or lead the negotiation of operational licences amendments or new applications. Additional key functions will include but not be limited to:· Lead the management of our stakeholders to inform infrastructure approval pathways and environmental planning considerations, decisions, and outcomes in accordance with industry and Unitywater standards and to our strategic Approvals and Regulatory provision of services.· Manage the development and delivery of detailed Board Papers and required documentation to facilitate cogent and evidence-based commercial, economic, and strategic advice.· Contribute to the strategic planning of the Capital works program by developing systems to identify Approvals and Regulatory risk early in the asset lifecycle to identify constraints, engage early with relevant stakeholders and provide specialised advice, in conjunction with the Strategic Engagement team.· Develop a long-term portfolio view with key internal stakeholders to facilitate earlier acquisition and construction access of required corridors and site locations to facilitate timely project execution.· Represent and advocate for Unitywater's position in meetings with external agencies (eg: Local Councils, Department of Environment and Science, Department of Main Roads, Energex, Queensland Water Directorate), in relation to approvals for projects and changes to legislation and regulations.About you:

  • Significant experience in statutory approvals including preparation and delivery of complex development applications, applications for environmental approvals, and negotiations with government agencies.
  • High level interpersonal skills, with a proven ability in consultancy and negotiation with government regulators, and a strong focus on quality customer service.
  • Strong leadership experience, including coaching, mentoring and performance management.
  • Experience in developing and maintaining approvals programs for capital works with complex engineering and approvals requirements would be advantageous.
  • Proven ability to interpret and apply Queensland and Australian Government legislation, strategy, policy, and guidelines as they apply to the provision of water supply, sewerage, and recycled water services.
  • Ability to establish performance indicators, processes, and systems to capture base performance data, analyse performance data, and use that analysis to take corrective action as necessary.
  • Relevant tertiary qualifications such as Environmental Science / Management, Law, or Town Planning.
