Currently, there are around 4.3 million Australians with a disability. The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 600,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.
A new role awaits
The NDIA is seeking experienced Financial Officers for several opportunities at the APS6 level, within the Agency’s Budget and Financial Control Branch. The Branch is responsible for the financial management of the Agency and Scheme. Branch responsibilities include managing the maintenance and development of finance systems, analysing financial performance and providing financial advice to support decision making, and ensuring compliance with legislative requirements. We are seeking candidates who are able to work independently and apply strategic thinking to decision making. Advanced Excel skills, strong attention to detail and organisational skills, advanced verbal and written communication skills and highly developed skills in data analysis and report development will be highly regarded.We are offering opportunities in both the Professional Stream (with mandatory qualification requirements) and General Stream, noting there are different remuneration bands across the 2 job streams:-• Professional Stream – $92,833 – 99,072• General Stream – $89,612 – 99,072
These opportunities are across 4 teams:-BUDGETS TEAM – APS6 Budgets (Professional Stream)The Budgets Team is responsible for preparation and execution of external budget and reporting activities.Responsibilities may include:-
Updating annual estimates and monthly profiles in alignment with Government’s budget processes including accurate input into the Central Budget Management System (CBMS);
Liasing with external stakeholders on budget related matters;
Development of team operating procedures and user guides.
Key skills to bring to this role:-
Some Government internal/ external budget experience;
Responsive in high pressure and changing environments;
Innovative and continuous improvement mindset with the ability to implement changes/projects.
FINANCE BUSINESS PARTNERING – APS6 Finance Business Partnering Project Accountant (Professional Stream)The Financial Business Partnering team collaborates with various department and stakeholders, providing financial expertise and guidance to support strategic decision making and drive agency success.Responsibilities may include:-
Maintain the WBS structure (Work-Break-Down) and governance processes;
Prepare project reports and associated analysis, ensure consistent project coding and financial reporting level;
Review and update project budgets, actuals and forecasts;
Communicate regularly with project/program leads on project spend/forecasts and provide financial insights;
Investigate and resolve project data anomalies; drive improvements to current templates and processes to achieve better results.
Key skills to bring to the role:-
Degree in accounting and finance with membership of a recognised professional accounting body;
Familiar with the concept of project reporting;
Proficient in using SAP system.
FINANCE REPORTING TEAM (Professional Stream)The Finance and Reporting team analyse and interpret statistical reports to assist with the development of work plans and strategic planning. Responsibilities may include:-
Collaborating with stakeholders to resolve issues and ensure effective and timely implementation of projects, coordinating and providing cost estimates for all requests for changes to systems;
Managing quality assurance activities and outcomes, including the use of integrity and error reporting and the coordination of quality audits;
Preparing a range of written material including business cases, responses to ministerial submissions, reports and corporate documentation;
Undertaking quality assurance of feasibility and cost estimates, assumptions, and justifications, including undertaking detailed financial analysis of branch/division’s variance to budget and forecast.
Key skills to bring to the role:
Degree in accounting and finance with membership of a recognised professional accounting body;
Relevant and extensive direct finance experience in the areas of Financial Accounting (including asset accounting and external agency reporting) and Financial Reporting, preferably from a Commonwealth Government environment;
Demonstrated experience in financial accounting roles, encompassing monthly reporting, general ledger management and well-rounded knowledge of AASB accounting standards and frameworks;
Strong system skills, preferably, but not limited to: SAP, Excel and KMPG Reporting Models and experience with the Department of Finance’s Central Budget Management System (CBMS).
SCHEME REPORTING TEAM (General Stream)The Scheme Reporting team produces reporting on the Scheme’s financial statement performance and ensures that reporting adheres to relevant accounting standards, regulatory requirements and internal policies, providing transparency, accountability & reliability in our Scheme’s financial reporting.Responsibilities may include:-
Undertaking day-to-day analytical work and project management on a range of scheme related tasks;
Undertaking data model work to load, cleanse and transform Scheme data;
Contributing to the development of Scheme reporting, assisting in the establishment of quality assurance and governance processes around all Chief Financial Officer (CFO) group reporting;
Analysing Scheme data, interpreting trends, utilising problem solving and ability to connect analysis and insights to address queries.
Key skills to bring to the role:
Experience in financial reporting or working with financial information;
Ability to interpret and transform data into presentable dashboards.
Desirable:-
Experience in working with SAP financial systems;
Experience in a Federal Government or large organisations finance environment;
Experience in SAS Enterprise Guide (including coding with SAS and SQL) and/or experience with a variety of programming languages (R, Python etc).

Mandatory qualifications, professional roles only:-The successful applicants must possess and maintain relevant academic qualifications with membership of Chartered Accountants Australia and New Zealand (CA), Certified Practising Accountants (CPA) or other equivalent professional finance bodies (or holding equivalent finance related post graduate qualifications).
Successful candidates will be required to undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.While these roles are ideally performed from ACT – Deakin, NSW – Surry Hills, QLD – Brisbane, QLD – Robina, VIC- Geelong or VIC – Richmond, remote working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months may be offered.
