The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for two positions in the Audit and Fraud section of our Assurance and Governance Team. We are seeking experienced professionals with proven ability to deliver high-quality outcomes and provide expert advice to stakeholders.
The Assurance and Governance Team are an integral part of the Corporate Operations Branch, administering DPS’ internal and external audit functions, providing secretariat support to the Audit and Risk Committee, overseeing the annual corporate publications process, and managing the risk and fraud functions for DPS.
This recruitment process may be used to future similar vacancies in the Corporate Operations Branch. This is an exciting opportunity to step into a dynamic and engaging branch where no two days are the same.

Demonstrating excellent judgement, stakeholder management skills, and providing strategic and operational advice
Strong organisational skills with the ability to plan and manage work independently
Exceptional communication skills in order to communicate complex information to a non-technical audience
Well-developed written skills with experience in report writing and preparing corporate documents
High motivation with the ability to resolve issues and deliver quality outcomes
For the Assistant Director, Assurance and Governance, our ideal candidate will:
Demonstrate excellent judgement, and have a proven record of providing quality advice and support in relation to audit, fraud, and risk services.
In addition to meeting the Integrated Leadership System (ILS) EL1 profile, your primary accountabilities will include:
Demonstrating excellent judgement, stakeholder management skills, and providing strategic and operational advice
Demonstrating professional ethical standards and personal integrity in dealing with sensitive personnel matters
Experience in HR, including the latest thinking in the field as well as understanding the broader Parliamentary Service (or APS) agenda
Strong organisational skills with the ability to plan and manage work independently
Exceptional communication skills in order to communicate complex information to a non-technical audience
Strong written skills with experience in report writing and preparing corporate documents
The ability to confidently engage and present to Senior Executives
High motivation with the ability to resolve issues and deliver quality outcomes
Experience managing and leading a small, high performing team.
Job Specific Requirements:
- The successful applicant for the Senior Risk Officer will be required to obtain and maintain a Baseline security clearance.
- The successful applicant for the Assistant Director, Assurance and Governance will be required to obtain and maintain a Negative Vetting 1 security clearance.

Immediate supervisor: Assistant Director, Assurance and Governance
Under limited/general direction undertake duties in accordance with the agreed standards for the PSL 6 classification. The duties will include, but are not limited to, the following:
Assist the Director Assurance and Governance to manage DPS role out of risk strategy across the department.
Support the Assistant Director and Director Assurance and Governance with the management of the DPS Internal Audit program, monitoring of audit recommendations, and management of the DPS internal audit provider.
Assist in the preparation of reports on assurance and fraud control activities and reported fraud incidents as required.
Support the implementation of DPS' Fraud and Corruption Control Framework, by identifying, reviewing and analysing fraud risks across the department including coordinating and investigating reported fraud.
Manage the DPS business continuity function and liaise with key parliamentary department stakeholders to ensure the effective functioning of Parliament House.
Provide guidance, advice and awareness on fraud and corruption control and assurance.
Build and foster effective business partnerships with internal and external stakeholders and represent the branch and DPS at relevant meetings and forums.
Actively contribute to team culture and leadership to achieve quality outcomes through information sharing with other team members.
Perform other duties commensurate with the objectives of the Section, and classification.

Immediate supervisor: Director, Assurance and Governance
Under limited direction, undertake duties in accordance with the agreed standards for a Parliamentary Executive Level 1. The duties will include, but are not limited to, the following:
Manage the DPS Internal Audit program and provide support to the Director Assurance and Governance and DPS Chief Audit Executive.
Develop and maintain stakeholder relationships with the outsourced DPS Internal Audit provider.
Monitor and review outstanding audit recommendations and look for opportunities to streamline and improve audit practices, including reporting.
Manage the DPS Fraud Control Plan, ensure fraud policy, processes, and training are available and up to date.
Coordinate and investigate fraud reporting for executive in accordance with the Australian Government Investigation Standards (AGIS).
Develop business partnerships across all levels within the department to provide expert advice, guidance and training.
Manage a small team, including the Risk and Business Continuity Manager.
Oversee the Risk and Business Continuity function, including the development, review and improvement of risk and business continuity policies and processes.
Attend meetings of, and provide administrative support to, the DPS Audit and Risk Committee.

Currently, the salary ranges are:
PSL6 - $90,634 - $101,866 per annum
PEL1 - An attractive salary, which could be negotiated with the successful candidate, is on offer.
Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
- Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
- Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
- Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
