Address About the role:
The Financial Services Department is seeking to recruit a suitably experienced Branch Manager. Reporting to the Director, Financial Sustainability, the Manager, Budget Management and Analysis Branch will be responsible for leading and managing a team of finance professionals and a diverse portfolio of business functions, including overseeing budgeting and analysis activities, and the production of relevant reporting and analysis products to support effective organisational financial management.
We are seeking a candidate with a strong ability to identify and implement business and process improvements, experience in government budgeting and financial management frameworks, legislation and processes, can effectively manage change processes, and who can communicate with a broad range of internal and external clients and stakeholders.

Your duties will include:
Overseeing and managing the development of budgets (at whole of organisational level) and internal Victoria Police budget policies, principles and processes.
Managing the production of quality budgeting, reporting and analysis products to support effective organisational budget and financial management, decision making and corporate governance requirements.
Providing high level advice on a range of budget and financial management issues and implications, including issues impacting output and capital budgeting, Department/Region/Command budget performance, budget submissions and other proposals
Leading and overseeing the development of high-level briefings including relevant governance committee and Ministerial briefings on Victoria Police budget matters, and Public Accounts and Estimates Committee (PAEC).
Leading a team of finance professionals and analysts, managing team performance, and professional development and capability uplift of staff.
Undertaking strategic and business improvement activities as directed by the Executive Director (CFO), Director, Financial Sustainability and Finance Executive Team.
Working collaboratively with other Branch Managers, work unit managers and Financial Services Department stakeholders to support enhanced organisational financial management and performance.
Regularly liaising with the Department of Treasury and Finance (DTF) and Department of Justice and Community Services (DJCS) in relation to Victoria Police and whole of government budget management issues and matters.
As the successful applicant, you will have:
Strong leadership skills and experience in developing, leading and managing high-performance teams
Extensive experience and advanced skills in budget and financial management, and proven ability to critically analyse emerging trends, issues and risks.
Strong verbal and written communication skills with demonstrated experience in the preparation of briefings and reports for senior stakeholders.
Proven experience in successfully developing and maintaining effective working relationships with stakeholders
An Accounting, Finance degree or similar
Requirements and relevant information:
One (1) x full-time ongoing position available.
This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
