Business Support and Contracts Manager
Remuneration: Annual salary to be determined, based on successful applicants' qualifications and skills, banded between $97,703.32 to $107,656.12 plus up to 13% superannuation.

Role Overview
The Infrastructure Services Directorate manage in excess of 140 supply panel contract arrangements that service areas of Council including Operations Roads and Drainage, Open Space Maintenance, Capital Delivery and Assets, and Water Business Unit. The primary purpose of this role is to ensure that Council derives the expected benefits from its contractual relationships while maintaining compliance with statutory requirements. The position plays a critical role in procurement, contract management and facilitating successful contractual relationships and minimising potential disputes and liabilities. The role directly impacts financial performance, relationships with third parties, safety culture and organisatonal reputation.
What we are looking for:
The position also provides a high-level of business performance analysis, Support and reporting to the Infrastructure Services Director and Senior Managers.
This position reports to the Director Infrastructure Services and must demonstrate behaviors that are in alignment with Council values and transparency in the way work is performed and delivered.
Essential Knowledge & Skills:
  • Associate Degree, Advanced Diploma or Diploma or at least 3 years relevant experience in contract management/administration.
  • Demonstrated high level communication (interpersonal, oral and written) skills with a proven ability to effectively consult, negotiate and resolve conflict in order to influence or enable change while building and maintaining positive relationships.
  • Exceptional attention to details and talents for accuracy and precision.
  • Deep understanding of contracts, contracts governance, contractual language, and the contract lifecycle.
  • High level knowledge of relevant legislation, standards, policies, specifications and guidelines.
  • Critical thinking skills and the ability to research and understand legal and financial implications.
  • Superior reading, writing, and language skills.
  • Queensland ‘C’ Class driver’s licence that is current and maintained.
  • General construction induction (white/blue card).
Essential Requirements:
  • Manage the procurement and contract management requirements for the Infrastructure Services Directorate.
  • Review contracts to fully comprehend the terms and conditions of contracts to ensure a clear understanding of respective obligations, rights, and responsibilities.
  • Monitor and ensure compliance with the terms of the contract by tracking performance, timelines, and quality standards to make sure that the contract is executed as agreed.
  • Ensure contractors work safely, minimizing the risk of injury and incidents on job sites through pre-qualification of contractors, safety training, safety plans and regular safety inspections and audits of work sites.
  • Maintain clear and open lines of communication to address issues, changes, and disputes promptly.
  • Oversee work of Contractors and regularly assess and evaluate performance to ensure that the contract is being executed according to agreed terms.
  • Identify potential risks associated with the contract and put in place strategies to mitigate them.
  • Monitor and manage the financial aspects of the contract. Ensure that payments are made in accordance with the contract terms and that any financial discrepancies are resolved.
  • Monitor and manage the contracts to ensure compliance with Councils policies and statutory requirements.
  • Maintain thorough records of all activities and transactions related to the contract.
  • Provide regular reports and advise senior management on matters requiring attention.
  • Support the Director and senior managers in the reporting of the Directorates performance against the objectives of the Corporate and Operational Plans.
  • Liaise closely with all areas of Council in delivering a responsive service that satisfies Gympie Regional Council’s Customer Service Standards.
  • Exercising sound judgement, initiative and confidentiality including an ongoing review of business systems and processes within the Directorate as part of a continuous improvement process.
  • Foster a positive relationship with all key stakeholders.
  • Support and promote a positive and cooperative team environment, which fosters creative problem solving and shared learning.
  • Maintain a positive organisational image, which promotes good customer relations and maximises the provision of a high level of service to enhance the customer experience.
