Primary purpose of the position
The Community Development Officer will work with the Community Development and Project Manager to source and facilitate successful funding and grant applications for the provision of Council services and local community projects while assisting with the management of the Council and local community projects. They will also contribute to the development and implementation of events held by Council while positively promoting Carrathool Shire Council. Facilitate the Integrated Planning and Reporting process, engaging all stakeholders (internal and external) in establishing the blueprint for Carrathool Shire Council’s future.
Key accountabilitiesWithin the area of responsibility, this role is required to:
- Identify available grants, funding opportunities, philanthropic trusts, sponsorships and other sources of funds and match them with appropriate Council and community group projects to improve infrastructure and community amenity.
- Provide support to the Community Development & Project Manager to prepare quality grant and funding submissions and assist others with the process, including research and analysis to support funding applications which may result in cultural and lifestyle enhancement opportunities for the community.
- Network with potential clients/community groups to ensure awareness of the grant guidance and support available, both internally and external to Council.
- Assist with the identification, investigation and implementation of economic development and tourism opportunities within Carrathool Shire.
- Assist with the management of Council and local community project.
- Assist with the co-ordination of events managed by the Council to promote the LGA and enhance the reputation of Council.
- Facilitate the Integrated Planning and Reporting process, engaging all stakeholders (internal and external) in establishing the blueprint for Carrathool Shire Council’s future.
- Maintain a database of sources and resources for both the Council and community groups to optimise opportunities that may benefit Council and the Community.
- Complete or assist with funding agreements, compliance, monitoring, acquittal processes and execution of grants and funding documentation and complete reporting requirements to ensure grants and funding are compliant, monitored and acquitted to a high standard.
- Prepare and publish promotional literature in relation to tourism, economic development, civic functions and community events to promote the area.
- Carry out other duties that are within the limits of the employee skills, competence and ability as required.
- The successful candidate will be required to undertake pre-employment screening and achieve a satisfactory outcome.
Essential requirements
- Relevant experience in marketing, tourism and economic development.
- Understanding of the Integrated Planning & Reporting lifecycle and processes.
- Demonstrated ability to work within a budget.
- Developed written and verbal communication skills.
- Ability to develop productive working and interpersonal relationships, including team, facilitation skills.
- Sound time management and organisational skills and an ability to meet deadlines.
- Demonstrated ability to use Microsoft Word, Excel, Publisher and Outlook, Adobe suite of programs and appropriate software applications.
- Ability to undertake activities outside of normal working hours.
- Class C driver’s licence.
- Qualifications in marketing, tourism, economic development or a relevant discipline.
- Understanding of economic opportunities and constraints of a small rural community.
- Experience and understanding of working for Local Government.
