Job description

The Department is seeking applicants to support the department to transition from immediate, intensive community hub activity led by our regional incident coordinators towards medium to longer-term support for our funded non-government organisation (NGO) partners to deliver preparation, planning, recovery and resilience functions.

As a result of recent natural disasters impacting Queensland communities, we are seeking applicants for multiple temporary vacancies throughout Queensland's most affected disaster-hit areas. 

Locations include Far North Queensland, South West Queensland and South East Queensland.

The Disaster Recovery Funding Arrangements (DRFA) is a joint funding initiative of the Australian and state governments to provide disaster relief and recovery payments and infrastructure restoration to help communities recover from the effects of natural disasters and terrorist acts.

The role of the Community Recovery Officer - Transition Lead is to lead the transition of supports funded under Category A (funding for immediate response to recovery) to delivery of the Category C program of activity (funding for longer term recovery and resilience). 

Responsibilities include

  • From a place-based approach, provide tactical and operational advice, and analysis to the Community Recovery Leadership team on local matters.
  • Assist the division in progressing from short term to long term Community Recovery activity by activating linking strategies to progress disaster event related phases; to manage risks and dependencies; and to create interconnected service transition.
  • Collaborate with other functional areas in the Division to deliver medium to long term resilience building and preparedness activities.
  • Support productive relationships with funded non-government partners, including through contributing to:
    • regular performance and review processes, and
    • monitoring and evaluation of the program of funding.
  • Manage the collection and analysis of local service delivery intelligence and data for reporting, evaluation and in response to governance requests, in a high quality and timely manner.
  • Establish and maintain positive working relationships with internal and external stakeholders, including achievement of local service improvement and development outcomes and participation on panels for selection of suppliers in partnership with various business areas.

To achieve success in this role, and truly make a difference in your community's locally informed recovery, you should:

  • Enjoy being on the ground engaging throughout your community with the ability to both fact-find/gather local community data as well as demonstrate an ability to respectfully and sensitively influence your stakeholders.
  • Demonstrate capability in areas such as project management, change management, program/service delivery and effective collaboration and engagement with communities.
  • Be comfortable in a fast-changing, challenging and sometimes ambiguous environment - you are ok with uncertainty.
  • Be able to navigate a complex funding environment with the ability to make appropriate referrals and provide support across government systems and frameworks.
  • You will be able to communicate effectively with diverse members of the community with an appreciation for cultural awareness, knowledge, protocols and sensitivities.
  • Whilst not essential, a background in Government and/or Not-for-Profit service delivery environments would be well regarded.
