The People Division works in partnership to deliver strategic and operational workforce services that enable organisational capability. This includes integrity; conduct; fraud and corruption; performance management; rehabilitation management; recruitment; learning and development; inclusion and diversity; workforce planning and analytics; workplace relations; people support; culture and change; and workplace health and safety.
The Integrity Branch sets the integrity policy framework and works with internal stakeholders to build a pro-integrity culture through positive workplace values and behaviours. Integrity Branch is responsible for the management of personnel security risk and works to prevent, detect and respond to internal fraud, corruption and misconduct as well as managing review of actions.
The Integrity Investigation and Prevention Section conducts investigations into allegations of internal fraud and corruption activity, manages the department’s fraud and corruption control and outreach program, coordinates the department’s Public Interest Disclosure (PID) framework and coordinates various departmental national security programs.
The Job
As Director, Integrity Investigations and Prevention you will be responsible for leading a diverse and high performing work program to coordinate and deliver:
- the department’s fraud and corruption investigative program, leading a team to conduct complex investigations into allegations of fraud and corrupt activity by departmental employees
- the department’s engagement with Australian Commission for Law Enforcement Integrity (ACLEI), including coordination of regulatory and legislative obligations, and the department’s integration to the National Anti-Corruption Commission (NACC)
- the department’s fraud and corruption control program, including coordination of fraud and corruption risk assessment and management functions
- the department’s integrity outreach and engagement programs, including development of education tools and engagement across the department to translate integrity insights into effective education and awareness programs
- the department’s Public Interest Disclosure (PID) framework to coordinate management of PID processes within the department
- various national security programs, including the department’s Foreign Interference Risk Engagement program
- relevant program governance, policy and guidelines frameworks.
Knowledge and experience:
- Demonstrated government investigations experience, and the ability to coordinate and deliver investigative programs; leading a team of investigators to collect and analyse complex information to form assessments and recommendations that effectively manage risk across Government programs.
- Demonstrated experience leading risk assessment and management programs.
- Demonstrated experience in leading programs within a strict regulatory environment, including the ability to coordinate a compliance reporting framework and work collaboratively with regulatory stakeholders
- Demonstrated experience in building stakeholder relationships to harness opportunities and deliver agency-wide outcomes.
- Demonstrated ability to build and lead high performing teams across diverse work programs - leading and empowering staff to deliver program outcomes and build capability and development across teams.
Skills and capabilities
- Demonstrated ability to drive high quality investigative outcomes; effectively prioritising and progressing an investigative caseload, and forming assessments and recommendations based on analytic rigor and sound judgement
- Demonstrated ability to build and maintain relationships across Government to harness opportunities and collaboration
- Demonstrated ability to think strategically, identify risks and build capabilities – using data, analytics, systems information sharing and innovative tools; and
- Demonstrated ability to apply innovative and creative thinking to build capabilities and leverage opportunities across programs
- Demonstrated ability to manage sensitive information with discretion and confidentiality.
Citizenship - To be eligible for employment with the Department of Agriculture, Fisheries and Forestry you must be an Australian citizen.
Security Clearance - This position requires a Negative Vetting 2 security clearance. You will be required to obtain and maintain a clearance at this level. A Positive Vetting clearance is highly desirable.
