The Role
The EL 1 Contract Manager is accountable under broad direction to perform and achieve complex to very complex contract management work within an integrated workforce. They will require an in-depth knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements.
An EL 1 Contract Manager will exercise a considerable degree of independence and perform a Leadership role. They will exercise sound decision-making and judgement to provide expert policy advice. They will have in-depth knowledge of the contract management function and are responsible for the development, implementation, compliance and review of policies and procedures relevant to their work within that function. They will engage in complex to very complex problem solving and issues management and may coordinate and perform detailed or sensitive projects that impact on strategic, political or operational outcomes for Defence.
An EL 1 Contract Manager is accountable to plan, lead and manage a range of human and physical resources and exercise the associated people and financial responsibilities to achieve business outcomes. They will manage one or more teams. They will develop and implement work plans, set performance indicators, and review individual, team and business performance, focusing on identifying opportunities for building team capability and continuous improvement. They will set work that align with the strategic objectives and communicate expected outcomes.
An EL 1 Contract Manager will be responsible for actively managing key stakeholder relationships and will be required to identify relevant stakeholders’ expectations and concerns to develop and communicate methodologies and practices to achieve outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development of their work area. This position has people management responsibility and as such, you will be required to exercise your people management skills, knowledge to lead a high performing, and cohesive team.
About our Team
The Destroyer, Guided System Program Office (DDG SPO) is part of the Major Surface Ships Branch (MSS) within Maritime Sustainment Division (MSD) and the Naval Shipbuilding and Sustainment Group (NSSG). DDG SPO leads the Destroyer Enterprise in sustaining the Hobart Class DDGs: HMAS Hobart (III), HMAS Brisbane (III) and HMAS Sydney (V). You will be a valued member of the Contract Management Team (CMT) that contributes to through life asset management to support the Royal Australian Navy capability. Our vision is to have balanced, effective and affordable capability and availability for the Hobart Class Destroyer fleet, by ensuring the capability is available and reliable for seagoing operations.
Our Ideal Candidate
Under broad direction, the successful candidate will be accountable to the EL2 DDG SPO Commercial Director. The EL 1 Contracting Manager will provide effective contracting and commercial expertise, and support and stakeholder engagement to Defence. The role is suited to highly organised, proactive and personable individuals who enjoy working with high-level responsibility in an at times high-tempo environment. The ideal candidate will have experience working in a commercial environment with contractual mechanisms while being open to learning about new processes, which are unique to this organisation.
The ideal candidate will be resilient, capable and resourceful while producing superior work outputs in an effective and efficient manner. The ideal candidate will be comfortable working across technological means where face-to-face interaction is not possible. While a working knowledge within Government, universities or other education or technology-focused organisations is desirable, full training will be given in a supportive environment.

- Defence/Government Procurement policies and procedures;
- Contract/Agreement drafting;
- Provision of Commercial advice;
- Confident interpersonal skills on phone, online conferencing and email;
- A flexible, diplomatic and personable approach to working with stakeholders across a diverse range of stakeholders;
- Ability to understand, analyse, identify solutions to complex contracts and commercial queries, and identify matters that require escalation to senior team members.
