The Evaluation and Impact Manager position is part of Health and Wellbeing Queensland's Research Team and reports to the Head of Research.
The position will provide leadership, oversight and advice in the design and implementation of evaluations, relating to methods and processes that enhance organisational learning, participatory approaches and understanding of change in complex situations and systems.
The position will work with a diverse team across several areas within the government, academia, non-profit, private and public health sectors, and a range of diverse stakeholders, in the priority areas of obesity, nutrition, physical activity, wellbeing and health equity.
To be successful in this role, the applicant must have proven experience in leading and supporting the collaborative design, implementation, monitoring, analysis and reporting of evaluation components.

Key accountabilities include:
- Provide high-level expertise in the application of evidence, theory and judgement within the collaborative design, implementation and translation of evaluation for public health, prevention and health promotion programs, initiatives and strategies across a range of complex and emergent place-based and systems-change settings.
- Provide high-level expertise in fit-for-purpose quantitative, qualitative and developmental evaluation methodologies, including evidence-based program logics, measuring signals of systems change, indicator identification and participatory development of monitoring and evaluation frameworks.
- Undertake high-level project management to oversee and/or coordinate moderate to complex evaluations of different types of interventions, including projects, programs, policies and clusters of projects.
- Partners with directors and program leads to develop theories of change and logic models and oversee monitoring and evaluations that are conducted by internal teams or with an external evaluator or evaluation team.
- Partner with the Data Lead to develop data collection policies and practices and support the monitoring of uniform data collection compliance and quality across the agency to monitor and report on impact.
- Lead the implementation of the HWQld monitoring, Evaluation and learning framework across the agency to embed into business-as-usual process and activities, and work to develop and strengthen internal monitoring and evaluation processes and systems.
- Lead capability building activities and provide tools to support project teams to ensure proper application of high quality evaluation methodologies and rigour in the design, implementation and outputs of initiatives and programs, and in impact reporting.
- Provide high-level authoritative advice to senior management, partners, and other stakeholders including members of the public, to influence strategic policy and delivery of complex and/or innovative preventive health interventions.
- Steward and cultivate high-level partnerships with external research and evaluation partners and manage evaluation partnership agreements.
- Analyse and convey complex ideas and information openly, effectively and respectfully to a range of stakeholders in relation to the Evaluation and outcomes of preventive health programs, initiatives and strategies.
- Identify opportunities to share Evaluation and learning strategies and findings publicly to benefit HWQld and the broader communities the HWQld serves.
- Support the development of funding applications to secure support for evaluation work as part of programs.
- To the extent evaluation projects involve the use of regulated information or activity, including human subjects research and health information privacy laws, ensures compliance with all applicable laws, regulations and policies and procedures.
