The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services. 

About the role

We have an opportunity for an individual to join the Regulatory Services Group as General Manager, Intelligence branch on an ongoing basis.

The primary purpose of CAV's Intelligence Branch is to support informed decision-making across CAV through the provision of risk-based information and analysis. This includes the identification and evaluation of new and emerging issues and risks in industries that have the potential to cause the greatest harm to consumers.

Reporting to the Director, Regulatory Services the General Manager leads the Intelligence Branch which is the central component of CAV's intelligence function. 

Key Accountabilities include:

• Leading and managing the Intelligence Branch to deliver high quality value added information management, and intelligence and analysis outputs, to inform division's intelligence-led, risk-based, outcome-focused approach to compliance.

• Providing leadership and guidance to the Branch and the Regulatory Services Leadership Team by:
  - Fostering a cross-divisional collaborative approach and shared problem solving and decision making
  - Designing and advising on responses to complex organisational issues
  - Collaborating to ensure optimal use of available resources and maximise opportunities through enabling a flexible workforce utilisation where appropriate
  - Supporting continuous improvement and regulatory excellence initiatives
• Leading the development and implementation of Regulatory Services compliance information management function, ensuring that policies, processes and systems are in place to collect, assess, maintain and utilise information from a range of sources to support compliance decision making.
• Developing the policy framework and protocols to ensure the production of strategic and operational analysis products which support immediate to short term operational compliance decision making as well as longer term strategic market interventions and corporate planning.
• Developing and maintaining an effective stakeholder management framework (including stakeholder engagement protocols, collaborative partnerships and information sharing arrangements) for the information and analysis functions; ensure that both internal and external stakeholder relationships are coordinated and ensure that Branch staff manage stakeholder relationships at their respective levels consistent with the overall framework.

About you

To be considered for the role, you must be able to demonstrate:

1. Sophisticated understanding of, and ability to manage people and processes associated with information management, intelligence and/or information analysis, preferably in an intelligence and/or regulatory environment or similar organisational context.
2. Ability to develop and maintain professional networks in order to monitor the environment and create effective strategic responses to emerging trends and opportunities.
3. Experience in leadership including communicating vision, setting clear strategic direction for subordinates and delivering strong management support and advice.
4. Leading and managing large-scale projects and developing new project initiatives, addressing issues strategically and delegating effectively to ensure project success.
5. An appropriate tertiary qualification in intelligence is desirable but not essential.
