About the Position
The City is seeking an experienced GIS Administrator with strong knowledge and expertise in administering geospatial information systems ideally in a Local Government context. In this role you will be provide consulting and technical direction and advice and apply best practice in geospatial solutions. This is an operational leadership position which includes mentoring and providing advice to two direct reports, managing contractors and supporting GIS key users in the organisation.
You will support the research, development, evaluation and implementation of spatial technologies to ensure effective use and optimisation of the City's GIS platform. Technical, analytical, and leadership qualities will be required for success in the role that will include the following:
- Administration and maintenance of geospatial datasets
- Understanding of the land and property data model
- Develop and implement spatial data solutions to meet organisational requirements.
- Interpretation of subdivision regulations and their representation in property management systems
- Interpretation of national and state policies for assigning street address numbers of properties and naming of geographic features that can includes roads and parks and reserves and be familiar with the processes for that task.
- Business analysis and developing opportunities for expanding the use of GIS and for developing and implementing a GIS strategy.
- Configuration of GIS applications and development and maintenance of SQL and ogr2ogr syntax.
About You
You will have substantial experience in providing spatial analysis and developing innovative solutions to meet operational requirements. You will also have demonstrated ability to improve business processes using spatial data and geographic information systems.
Ideally you will have experience of leadership, and technical expertise supporting, maintaining and developing a server-based GIS, but be prepared to migrate it to the cloud within the next financial year.
Knowledge and skills will include administering SQL server databases, ogr2ogr scripts, IntraMaps, QGIS, MapInfo, and ArcGISPro. You will have knowledge and experience with interpretation of subdivision survey plans, and policy for geographic naming and street addressing. You will also have analytical skills that include document writing and communication skills for presentations, business cases and customer service.

Qualifications, Requirements and Experience:
- Qualification in a relevant discipline such as Geographical Information Science, Cartography, Geography or related field, or equivalent experience.
- Recent relevant experience in the use of enterprise GIS.
- Relevant experience in a similar role utilising spatial applications.
- Experience in the development of organisational capability through technology.
Skills and Knowledge:
- Intermediate data management software skills.
- Intermediate skills with SQL queries, enterprise GIS tools and data analysis and visualisation tools.
- Advanced computing, numeracy and literacy skills.
- Advanced skills in the efficient utilisation of information systems and technology.
- Skilled in supervising the work of others, leadership and motivating staff.
- Advanced organisational skills with the ability to prioritise competing tasks.
- Advanced customer service skills.
- Intermediate communication and problem-solving skills.
- Intermediate research and analysis skills for document writing.
- Knowledge of web mapping products, mobile GIS solutions.
- Knowledge of the practical application of Work Health & Safety measures, including risk assessment and control implementation.
- Desirable knowledge and experience of working in a large local government.
