Job description

Infrastructure Quality Officer

About the role

As V/Line’s Infrastructure Quality Officer, you play a critical role in ensuring the highest standards of quality compliance and assurance in the delivery of Annual Works Plan (AWP) work packages. Your expertise ensures that infrastructure projects meet technical specifications, quality, safety and environmental requirements, and performance benchmarks.

Key accountabilities include:

·      Mentor and Guide: provide guidance to management, supervisors, and staff to enhance maintenance processes with a focus on safety, quality and risk.

·      Quality Assurance: Suspend maintenance works and reject products or services when quality, risk, or compliance issues arise.

·      Compliance: Support the application of Inspection & Test Plans (ITPs) and other assurance processes with the quality management plan.

·      Quality Culture: Cultivate a quality culture across all maintenance levels, ensuring accurate asset information and effective data analysis.

·      Inspections: Conduct inspections for Major Periodic Maintenance (MPM) works, emphasising critical tasks and risk controls.

·      Expert Assessment: Thoroughly assess the quality and safety compliance of ongoing and completed works.

·      Collaboration: Engage process owners to identify and address deficiencies, emphasising root cause elimination.

·      External Audits: Participate in third party and external audits.

·      Supplier Management: Review supplied products/services and ensure compliance, along with engaging suppliers for any identified issues to drive a prompt and effective resolution.  

·      Practical Support: Coordinate activities, maintain safety, quality and environmental standards, and support delivery processes.

About you

We are seeking a skilled Infrastructure Quality Officer who combines technical knowledge, stakeholder management abilities, and a commitment to maintaining high quality standards in rail infrastructure projects.

You have demonstrated involvement in project management and are passionate about driving quality and excellence in infrastructure projects. This role is critical in ensuring safety, quality, efficiency, and compliance across the rail network.

Our ideal candidate will possess the following:

·      Demonstrated ability to effectively manage relationships with stakeholders including suppliers/contractors.

·      Experience with Quality Management concepts, methods, and tools.

·      General understanding of project management phases.

·      Strong ability to work autonomously and manage tasks efficiently without constant supervision, demonstrating initiative and self-motivation.

·      A safety-first mindset and prioritising the well-being of all stakeholders, ensuring that every project aligns with safety, quality and compliance protocols.

·      Proficiency in understanding of the Rail Safety Act 2006 (VIC), ensuring compliance with relevant legislation.

·      Sound familiarity with rail industry standards and operational procedures.

·      A valid current driver’s license.

·      Experience in supervising rail-related activities, including maintenance, renewals, contractor management, and compliance for medium to large-scale projects.

·      Demonstrated alignment to V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.

Qualifications

·        Rail Industry Workers Card (RIWC), with one or a combination of:

  • Certificate III in Rail Infrastructure.
  • Tertiary qualifications in a quality, compliance or an engineering discipline.
  • Trade qualified in construction infrastructure.

Desirable

·        Current V/Line Track Force Protection Coordinator, or willing to obtain one.

The salary range for this role starts at $110,000 inclusive of superannuation. We are open to discussing salary expectations in accordance with the necessary skills, experience and overall fit for the role.
