About the Department

An agency charged with the responsibility for protecting Australia's natural resources and to develop and implement policies and programs that ensure Australia's agricultural, fisheries, food and forestry industries remained competitive, profitable and sustainable.

About the Role

The position will be in the Modern Technologies and Diagnostic Tools program.

This position requires the candidate to use their Learning and Development (L&D) and project management background to design, develop and implement a Training Program to support functions delivered by the Science and Surveillance Group in collaboration with laboratory users and management. The initial focus will be on diagnostics with the option for future program expansion to surveillance activities.

This includes:

  • Identifying training needs across all scientific discipline areas and defining learning objectives.
  • Designing a Training Program that meets department policy, program objectives, quality system requirements and diagnostic capability needs.
  • Develop an induction and Training Program Implementation Plan including budget, delivery times and sequence and workforce requirements.
  • Providing advice on appropriate training technology including e-learning and/or other technology-based training methods to optimise training delivery.
  • Reviewing existing training materials, designing training products, materials and courses using a range of software or platforms.
  • Coordinating the development of training documentation and products for diagnostic capabilities with subject matter experts
  • Liaising with subject matter experts, managers and staff, negotiate for and represent department Laboratory Training interests with all stakeholders.
  • Validating training material and courses against workplace needs
  • Contributing to the development of processes for evaluation and competency assessments
  • Contribute to the development of governance processes and the communication strategy.

Knowledge and experience

The successful candidate will have:

  • Demonstrated experience in creating and implementing effective Training Programs, preferably in a laboratory setting with regulatory functions.
  • Highly developed knowledge of adult learning principles, frameworks and contemporary L&D practice and theory.
  • Demonstrated ability to research, analyse and develop clear, concise and logically sequenced learning and development programs.
  • Experience in collaborating and engaging with stakeholders at all levels and supporting them through change.
  • Experience in assessing and analysing data to demonstrate the effectiveness of L&D programs.
  • Experience using software (e.g. Articulate, Captivate) to create e-Learning.
  • Experience working in government sector is favourable.

Some travel will be required to facilitate the work at any of the department's diagnostic laboratories located around Australia.

The successful candidate will have:

  • Well-developed planning, organisational, project and time management skills.
  • Demonstrated strong liaison, written and verbal communication skills, including ability to cultivate productive working relationships with all relevant stakeholders.
  • Demonstrated ability to lead and promote positive team culture, mentor staff, and effectively prioritise and meet critical deadlines in a complex and challenging operational environment, and deliver appropriate outcomes.
  • Be flexible, display initiative and be self-driven to meet objectives.
  • Contribute new ideas, leverage change opportunities to maximise benefits and manage uncertainty.
  • Manage priorities, maintain team cohesion, and ensure quality of outputs.
