About the Organisation
The Australian Government has recently appointed, as one of 10 Jobs and Skills Councils (JSC), the Public Safety Industry Committee (PSIC) to establish a new entity to provide services that support skilled and robust public safety, public order, public resilience and government workforces. This entity is known as Public Skills Australia (PSA) and will provide the following services:
- consultation to inform workforce planning and training product development that meets industry and policy needs;
- implementation, promotion and monitoring of strategies that drive improvement to training delivery and monitor the impact of that delivery; and
- stewardship of intelligence relating to workforce challenges and skill needs.
Stakeholders that PSA will work with comprise of employer and employee members (paid and unpaid) from the following industry sectors: biosecurity, border force, corrections, defence, emergency services, fire, government (national, state and territory, local), land management, maritime safety, national intelligence, police and surf lifesaving.
About the position
The key responsibility of this position is to nurture strategic relationships and engagements through a variety of means, including the implementation of digital engagement systems such as a Customer Relationship Management (CRM) system, company website(s) and other online platforms. This position reports to the Director, Engagement and will manage a small team of skilled professionals dedicated to building strong online and in-person engagement with the company’s industry sectors. The Manager, Engagement will work alongside the Manager, Business Operations to ensure any engagement systems integrate seamlessly with PSA’s other digital business systems and workflows. This position is responsible for managing the end-to-end Communications Strategy lifecycle, and driving innovative forms of engagement such as (but not limited to) road shows, strategic events, webinars, podcasts and livestream engagements. The position forms part of the PSA Leadership Team, proactively building the PSA brand and reputation as a trusted partner for industry stakeholders.

Key responsibilities
This role will:
Develop, implement and manage an end-to-end, companywide Communications and Stakeholder Strategy & Framework, that provides for efficient and effective stakeholder engagement across all industry sectors represented.
Procure, implement and manage PSA digital engagement systems and services, including (but not limited to) Customer Relationship Management (CRM) system(s), company website(s) and other online platforms.
Consult, collaborate and maintain strong relationships with key internal and external stakeholders, demonstrating strong interpersonal skills in face-to-face and online settings.
Plan and deliver in-person stakeholder engagement events, including events involving the Executive Team.
Establish, monitor and report on key engagement performance metrics.
Manage a small team of staff skilled in communications, editing, drafting website content and managing contractual obligations with vendors.
Proactively contribute toward the consultation of training and workforce products.
Proactively progress product approval(s) via robust governance processes.
Deliver high-quality presentations to a variety of audiences, including PSA executives and key industry stakeholders.
Drive communications about PSA and respond to enquiries about the company.
Key selection criteria

Demonstrated experience developing and implementing communications strategies and frameworks.
Demonstrated experience implementing online and offline engagement systems, such as Customer Relationship Management (CRM) systems, company websites and face-to-face engagement events.
Demonstrated project planning and management skills, including resource and financial forecasting, capacity planning and levelling, and reporting.
Demonstrated management skills, with the ability to motivate and lead small teams in highly dynamic environments.
Exceptional communication and liaison skills.
Strong interpersonal skills, with a motivation and willingness to influence a positive and inclusive team culture across the company.
Demonstrated high level problem solving and negotiation skills.

A tertiary qualification in Engagement, Communications, Public Relations and/or Marketing (or equivalent experience) will be advantageous.
Experience working within a public safety, government and/or corrections environment.

For the duration of employment, incumbent is required to:
- pass and maintain a National Police Record Check;
- pass and maintain an ‘employee’ type Victorian Working with Children Check (WWCC);
- be vaccinated against COVID-19;
- hold a current Australian State or Territory drivers licence (car); and
- be legally allowed to work in Australia.
There may be times when it is required to work outside normal business hours i.e. evenings and weekends to meet stakeholder requirements.
Travel may be required for this position, including overnight stays and journeys by road, public transport and commercial airlines.
Type of employment
This is a full-time and ongoing position, noting that the funding source for the company stems from a Grant Agreement with the Department of Employment and Workplace Relations (DEWR) until 2025–26. It is anticipated that the Grant Agreement with DEWR maybe extended beyond the current 2025–26 timeline.
Location
The position is based at the company’s office within the Melbourne Central Business District (CBD).
PSA supports flexible working arrangements, with a focus on balancing staff needs with work requirements.
Staff can expect, dependant on work deliverables, that they may be required to work from the office location exclusively for a period of time. With PSA is in its establishment phase, it is anticipated that in the first instance work will be primarily conducted from the Melbourne office.
